3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder should have the qualifications or performance:
3.1.1 Bidders must be legally established entities or organizations with independent legal capacity. Domestic bidders shall submit business licenses, while overseas bidders shall provide legally registered documents (scanned copies).
3.1.2 Bidders must submit procurement records for at least 500kg of precious metals (gold or palladium) since January 1, 2024, with palladium accounting for no less than 400kg. Scanned copies of these records must be provided, and the bidder shall be responsible for their authenticity. The scanned documents must include at least the metal name, quantity, and supply scope.
3.1.3 Submit a scanned copy of the credit certificate issued by the bidder"s designated bank within three months prior to the bid opening date.3.1.4 The bidder is not in the state of being ordered to suspend business, property being taken over, frozen, bankruptcy (subject to the commitment letter).
3.1.4 The bidder shall not be in a state of being ordered to suspend business, having property taken over or frozen, or being bankrupt (as confirmed by the written commitment).

Additional Instructions: Delivery: The precious metals must be transferred to the catalyst processing plant by August 31,2026, and delivered to the designated location at the Qingshui Industrial Park project site in Dabao Town, Shenmu City, Yulin, Shaanxi Province by June 30,2027.
Warranty period: 12 months from the date of successful performance acceptance for all goods, or 24 months from the date of successful on-site unpacking inspection of the catalyst (excluding cases where performance acceptance fails due to the seller"s fault), whichever comes first.
