3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The Bidder is legal person or other organization that has purchased the bidding documents from the Tenderee or the Tendering Agent, and participated in the bid. Any legal person or organization that has not purchased the bidding documents from the Tenderee or the Tendering Agent is not allowed to participate in the bid.
3.2 This Invitation for Bids is open to all legal persons or other organizations from within the People"s Republic of China (hereinafter abb. as "PRC") and all countries/areas which have regular trade relations with PRC (hereinafter called "the eligible source countries/areas"), except as provided hereinafter.
3.3 Any legal person or other organization that has conflict of interest with the Tenderee and may have impact on fairness of the bidding is not allowed to participate in the bid.
3.4 Any legal person or other organization that has been entrusted to provide consulting service at the preliminary stage of the project or to prepare the bidding document is not allowed to participate in the bid, nor to prepare bid documents or provide consulting service to the Bidder.
3.5 Different bidders that have the same person in charge or have the relationship of share-holding or management should not participate in the bids for the same package.
3.6 The Suppliers may participate in the bids only if they are legally and financially autonomous, if they operate under relevant law, and if they are not a dependent agency of the Tenderee or the Tendering Agent.
3.7 Bidders should successfully complete registration and verification on http://www.chinabidding.com (hereinafter abb. as "the Website") prior to the deadline for submission of bids stipulated in the bidding document. Otherwise, the bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by bidders.
3.8 Joint Venture is NOT permitted for the Bid.
3.9 Agent is permitted for the Bid. If the bidder is an agent of Blanket Thermal Protector (BTP) manufacturer, the bidder shall submit the Letter of Authority from the Manufacturer (Form IV-9-4 for reference). One manufacturer can only authorize one agent to participate in the bid, and he must not participate in the same bid at the same time, otherwise the relevant bids will be all invalid.
3.10 The Bidder shall provide supply experience for nuclear fuel container Blanket Thermal Protector (BTP) that have been successfully delivered and put into use. The Bidder shall provide: photocopies of key pages of the contract (including but not limited to: the cover page of the contract, the page detailing the supplied products, and the signature page), and acceptance reports (or acceptance certificates, user usage certificates or other supporting documents) issued by the end user.
