采用单一来源采购方式的原因及说明：肥西县城市防洪排涝智慧化项目于2024年12月建成并投入试运行。该项目由县数字公司投资建设，目前该项目 运行稳定，已具备提供服务能力，为切实提升我县城市防洪排涝监测预警能力，实现城市防洪排涝与环保水质溯源信息互联互通，压缩应急响应时间，实施肥西县城市防洪排涝智慧化项目，计划采购肥西县境内24处一体化水质监测（涵盖氨氮、总磷、化学需氧量[CODcr]和高锰酸盐指数）、11处流量监测、7处液位监测、20处易涝点实时视频监控及水环境数据可视化服务，从而达到“实时监控、预警响应、快速排查、消除隐患 ”的目标，现提请单一来源方式进行采购。
