1、Bidding Conditions
Overview:The BoZhong 29-4 oilfield is located approximately 81 km southeast of Longkou City, Shandong Province, and about 15 km west of the Bohai 28-2 South oilfield, with an average water depth of around 24.0 m. The BoZhong 29-4 oilfield is situated in the middle section of the BoZhong Southern Low Uplift, along the northern edge of the Dongwa depression in the Huanghekou depression, a hydrocarbon-rich area. The study area is located in the northern part of the BoZhong 29-4 oilfield.
The project involves the design and development of 12 wells (8 oil wells and 4 water injection wells), using a self elevating drilling platform for drilling and completion operations. The project will construct a new production system BZ29-4 SPS below the mud surface within the route, including BZ29-4 SPSD (4 oil wells and 2 water injection wells) and BZ29-4 SPSE (4 oil wells and 2 water injection wells), 2 sets of steel cylinder protection systems under the seabed, one 0.97-kilometer BZ29-4 SPSE to BZ29-4 SPSD mixed pipeline, one 6.85-kilometer BZ29-4 SPSD to BZ29-6 WHPA mixed pipeline, one 6.85-kilometer BZ29-6 WHPA to BZ29-4 SPSD water injection pipeline, one 0.97-kilometer BZ29-4 SPSD to BZ29-4 SPSE water injection pipeline, and one 7.10-kilometer BZ29-6 WHPA to BZ29-4SPSD composite umbilical, one 7.82-kilometer BZ29-6 WHPA to BZ29-4 SPSE composite umbilical, and relevant verification and renovation of production facilities.

3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications or Performance:Requirements for Qualifications of the Bidder
A.★If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B.★The manufacturer of the product bid by the bidder must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People"s Republic of China (http://www.cnca.gov.cn/). If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).
C.★Bid by an agent is not acceptable
The Bidder shall be the manufacturer of the Goods being offered. Any bid by an agent is not accepted.
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D.★Is any bid by a consortium or a joint venture accepted? No.
E.★Can a bidder participate in the bidding without purchasing the Solicitation Document? No.
F.★Certification:It is committed that the umbilical and UTA, with applicable certifications from ABS or DNV or BV or CCS, will be delivered along with the Product Certificate of Conformity (COC) and relevant quality control records.
(2)★Requirement for Bidder"s Past Performance:
From January 1, 2015, until the bid submission deadline (with the contract execution date serving as the basis), the Bidder must have a supply record of umbilical cable products for at least one (1) contract. The manufacturer for the supplied performance must be the Bidder itself. All such supplied products must meet the following technical requirements: the inner diameter of the hydraulic steel tube within the umbilical cable must be ≥ 1 inch, and the voltage rating of the power cables must be ≥ 6 kV.
The Bidder is required to submit a completed Performance Record Form in the specified format, along with supporting documentary evidence for the claimed performance. The supporting documents must include:
The sales contract; and Delivery acceptance documents signed or stamped by the end-user (e.g., delivery acceptance report, commissioning acceptance report, or other valid proof confirming the receipt and acceptance of the goods under the contract).
The submitted performance documentation must clearly demonstrate at least the following elements:
Contract execution date.
Contract signature pages (For domestic contracts: stamps from both parties; For international contracts: signatures or stamps from both parties).
Description/name of the goods.
Confirmation that the supplied umbilical cables meet the technical requirements of hydraulic steel tube inner diameter ≥ 1 inch and power cable voltage rating ≥ 6 kV.
Delivery acceptance documents signed or stamped by the end-user (Buyer"s receipt confirmation, commissioning acceptance certificate, delivery acceptance report, or other valid proof of goods receipt/acceptance) / Scanned copies of all Value-Added Tax invoices corresponding to the full contract or individual order value (if an invoice list exists, it must be provided and show the invoice numbers; invoices must include the contract number or goods description, matching the contract or specific order).
For the performance cited for this project, the Bidder must provide a Certificate of Conformity (COC) for the umbilical cable, issued by a recognized certification body such as ABS, CCS, BV, DNV. The certificate must clearly identify the certified entity as the Bidder.
Any claimed performance for which supporting documents are not submitted, or where the submitted documents cannot verify compliance with the above requirements, shall be deemed invalid.

2. Deadline and Method for Submission of Bid Documents:
