3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 A bidder is a legal entity or other organization that responds to a tender, has obtained the tender documents from the tenderer or tendering authority, and participates in the bidding competition. Any legal entity or other organization from the People"s Republic of China or from countries or regions with normal trade relations with the People"s Republic of China is eligible to bid.
3.2 The bidder must be either the manufacturer of the equipment or an authorized agent (the agent must possess a unique authorization letter issued by the manufacturer for this project). For goods of the same brand and model, a manufacturer may only designate one agent to participate in the bidding.
3.3 The bidder"s submitted equipment must possess a valid Radio Equipment Type Approval Certificate issued by the Radio Administration Bureau of the Ministry of Industry and Information Technology of the People"s Republic of China.
3.4 The equipment submitted by the bidder must possess a valid "Civil Aviation Air Traffic Communication, Navigation and Surveillance Equipment Use License" or "Civil Aviation Air Traffic Communication, Navigation and Surveillance Equipment Temporary Use License" issued by the China Civil Aviation Administration; the model of the equipment submitted by the bidder should be consistent with the equipment model specified on the use license or temporary use license.
