3、Qualification Requirements For Bidder
Qualifications or Performance:(I) General Qualification Requirements
1.Legal persons, other organizations or individuals that have an interest with the tenderer which may affect the fairness of the tender shall not participate in the bid. Units with the same legal representative or existing controlling or management relations shall not participate in the bid for the same bid section or the same tender project without divided bid sections.
2.The bidder is not in a state of being ordered to suspend production, suspend business or enter bankruptcy proceedings; its assets have not been restructured, taken over or frozen; and its business license has not been revoked.
3.The bidder is not within the penalty period for prohibited bidding confirmed by the competent administrative departments or relevant documents of China Huadian Group Co., Ltd.
4.The bidder shall not be in any of the following circumstances:
(1) Supervisor of the tender project;
(2) Construction agent of the tender project;
(3) Tendering agency of the tender project;
(4) Having the same legal representative as the supervisor, construction agent or tendering agency of the tender project, or having a controlling or equity participation relationship.
(II) Special Qualification Conditions
1.The bidder must be an overseas equipment manufacturing enterprise or overseas equipment sales enterprise legally established and formally registered in accordance with the laws of its country of residence. If it is an equipment sales enterprise, it must provide the sole authorization from the equipment manufacturing enterprise for this project. If both the manufacturing enterprise and the sales enterprise participate in the bid, the bid of the overseas sales enterprise shall be invalid.
2.Performance requirements: The brand of the bid product shall have at least 1 set of domestic operation performance (excluding renovation performance) of steam turbine bypass devices supporting 1,000MW and above ultra-supercritical coal-fired generating units from January 1, 2021 to the bid deadline. All bid performance shall provide the following valid relevant certification materials:
(1) Scanned copies of key contract information: contract cover (or first page of the contract), scope of supply page or list page, key technical requirements (parameters) page, signed and sealed page, and other relevant contents that can prove the authenticity of the performance.
(2) Scanned copies of operation certification materials sealed by the owner unit: operation certificate, or completion acceptance certificate, or quality acceptance certificate, or other materials that can prove the operation.
3.Consortium bids are not accepted for this project.
