3、Qualification Requirements For Bidder
Qualifications or Performance:*(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
*(2)Bidders must be the manufacturers or the direct authorized agents of the manufacturersif the imported products have not entered the Chinese customs territory before the bid opening, the bidder must be a company registered outside the customs territory; if the imported products have entered the customs territory before the bid opening, the bidder must be a company registered inside the customs territory), and the bidders shall be fully responsible for the overall performance, quality integration, delivery and technical services of the products bid. Consortium bids are not accepted. *(3)The manufacturer shall provide the business license (business registration certificate) or business license certificate in the place of origin. *(4)If the bidder is a company registered in China, it shall have valid independent legal person status and shall provide valid business license; if the bidder is a company registered abroad, it shall provide a valid company registration certificate. *(5)The agent bidder must meet the following: ①It must provide a formal authorization letter from the original manufacturer for the products that are integrated in its bid documents and are not produced by the bidder"s own enterprisethe authorization letter must be directly authorized by the manufacturer, secondary authorization is not allowed, and the authorization letter must indicate the manufacturer"s contact person and contact information. The manufacturer shall a written commitment to bear the main responsibility for the quality and after-sales service of the materials, and commit to coordinate the handling of important matters during the execution of the project) The bidder must be legally registered and established in the local area for more than three years from the date of bid opening, and must provide a copy of the business license and valid registration documents. ②It must submit a written commitment to declare that it shall bear all obligations and responsibilities under the contract to the bidder including but not limited to the overall performance guarantee of the system, interface commissioning and after-sales support for all equipment. ③All equipment brands, manufacturers and itemized quot should be clearly listed in the bid documents. For more than two bidders using the same manufacturer"s products as part of their project package, and the total price of the products is more than 60% of the total bid price of the project package, it shall be recognized as one bidder. ④From January 1, 222 to the deadline for submission of bids, the products bid by the bidder must have sales performance in at least two different years of similar mechanical and electrical products, and copies contracts or orders that prove the sales performance must be provided (at least two copies of contracts or orders from different years must be provided), and signed or sealed by the bidders representative. *(6)The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years.
