3、Qualification Requirements For Bidder
Qualifications or Performance:(1)The bidder shall provide a valid business license. The bid product shall fall into one of the following categories, with corresponding supporting documents as required:
Category I: Provide the Filing Certificate for Class I Medical Devices and Filing Certificate for the Production of Class I Medical Devices of the bid product.
Category II: Provide the Filing Certificate for the Operation of Class II Medical Devices (except where the bidder is the manufacturer), together with the Medical Device Production License (except for imported equipment) and Medical Device Registration Certificate of the bid product.
Category III: Provide the Medical Device Operation License (except where the bidder is the manufacturer), together with the Medical Device Production License (except for imported equipment) and Medical Device Registration Certificate of the bid product.
Copies of the certificates corresponding to the product category shall be provided. No such certificates are required for products that are not medical devices.
(2)The bidder shall provide documentary evidence of the legal source of the bid product.
For imported bid products:
① If the bidder is not the manufacturer and the power of attorney is issued to the bidder, a power of attorney issued by the manufacturer of the imported bid product shall be provided;
② If the bidder is not the manufacturer and the power of attorney is not issued to the bidder, a power of attorney issued by the manufacturer of the imported bid product shall be provided, along with documentary evidence issued by the authorized party named in the power of attorney (e.g., product distribution agreement, regional agency certificate, regional agency authorization).
For domestic bid products: Documentary evidence of the product source (e.g., sales contract, agency contract) shall be provided.
(3) Performance Requirements
To ensure the bid subject matter is a mature product of the bidder, the bidder shall provide sales performance of at least 1 set of CNC tool grinding machine with a spindle power of ≥30kW in the Chinese mainland from 2023 to the present.
Supporting documents for performance verification: Copies of the sales contract and technical agreement.
(4)The bidder shall be responsible for the authenticity of all materials submitted in the bid and issue a written commitment on authenticity (self-formatted and affixed with the bidder"s official seal).
(5)The bidder shall complete registration on the China International Bidding Network (or BidLink Network) and the Heilongjiang Provincial Public Resources Trading Platform, and provide login screenshots in the bidding documents.
(6)Any legal person, other organization or individual that has an interest with the tenderee which may affect the impartiality of the procurement shall not participate in the bidding;
Different entities with the same legal representative, or with holding or management relations, shall not simultaneously participate in the bidding for the same bid package or the same project without bid package division;
A parent company and its subsidiaries within a group company shall not simultaneously participate in the bidding for the same bid package or the same project without bid package division;
For a parent company, its subsidiaries with independent legal person status shall not exceed two in number if they simultaneously participate in the bidding for the same bid package or the same project without bid package division (in the order of registration).
(7)The bidder shall be a professional manufacturer of machining center equipment or a sales company affiliated with the same group as the professional manufacturer. (A written explanation issued by the affiliated group manufacturer shall be provided if the bidder is a sales company.)
