3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Qualifications to be Met by Bidders:
1.For overseas bidders: Relevant certificates of registration in the place of business in accordance with the laws of the country (region) where they are located.
2.For domestic bidders: A valid Business License of Enterprise Legal Person must be provided.
3.Bidders shall submit a configuration list of the equipment for which they bid.
4.Bidders must be the manufacturers of the bid products or authorized agents of the manufacturers. If the goods supplied by the bidder under the contract are not manufactured by the bidder itself, the bidder shall provide a formal authorization letter issued by the manufacturer (see Volume I of Bidding Documents for International Competitive Bidding of Mechanical and Electrical Products for the format). Bids authorized by general agents, regional agents or other agents of the manufacturer in China will not be accepted; bids authorized by representative offices, liaison offices or other entities without independent legal person status will not be accepted (the original of the manufacturer"s authorization certificate must be provided).
5.Bidders shall provide the original letter of creditworthiness issued by their opening bank within three months prior to the bid opening date or a scanned copy of the original. If the letter of creditworthiness clearly states that copies are invalid, the original letter of creditworthiness must be provided. The tendering agency reserves the right to verify the original. For bidders registered within the territory of China, they shall also provide a scanned copy of the Account Opening Permit issued by the People"s Bank of China (sealed with the official seal), or the original copy of the bank creditworthiness certificate showing the basic account information, or the basic deposit account information (in bank format or with bank seal), or the bank record seal card (scanned copy sealed with the official seal), or the application for opening a unit bank settlement account (scanned copy sealed with the official seal), or other supporting materials.
6.Bidders shall provide performance records showing that the cumulative sales volume of the bid products from January 1, 2023 to the bid deadline is not less than 3 sets (the sales performance entity must be the bidder itself). Relevant sales contracts of the bid products shall be provided, with scanned copies of key pages attached as supporting documents, including but not limited to the cover page, the page specifying procurement content, and the page with the seals of both parties.
3.2 Acceptance of Consortium Bids: Not accepted.3.3 Potential bidders who have not registered with Guangdong Mechanical & Electrical Equipment Tendering Co., Ltd. and purchased the tender documents are not allowed to participate in the tender.
