Description of The Prepared Bidding Conditions:The bidding project for the procurement of special vehicles for the Changsha Airport Expansion and Renovation Project – including de-icing vehicles, snow removal vehicles, friction coefficient vehicles, and runway sweepers (Lot 7) – has been approved for construction by the Civil Aviation Administration of China Central and Southern Region, the Hunan Provincial Development and Reform Commission, and the Hunan Provincial Department of Housing and Urban-Rural Development under the "Approval of Preliminary Design and Budget for the Changsha Airport Expansion and Renovation Project (Airport Project)" (Civil Aviation Central-South Bureau [2021] No. 26), with construction funds secured. The project meets the conditions for bidding and is now open for international public tender.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Any legal person or other organization from the People"s Republic of China or from a country (or region) having normal trade relations with the People"s Republic of China may participate in bidding; domestic bidders shall provide a copy of a valid business license, while foreign bidders shall provide a copy of a commercial registration certificate or other valid proof of document.
3.2 If the bidder is a manufacturer outside the People"s Republic of China or an authorized agent of an overseas manufacturer, the manufacturer must have a permanent service office or authorized agency in China, capable of providing timely and effective after-sales service at the project location; bidders must provide basic information and a copy of the business license of the after-sales service institution. If the after-sales service institution is an authorized agency, a manufacturer-issued after-sales service authorization must also be provided.
3.3 If the bidder is an agent, they must have a special product agency authorization issued by the manufacturer for the project for equipment excluding glue removal vehicles, snow removal vehicles, friction coefficient vehicles, and runway sweepers, as well as a manufacturer"s after-sales service commitment letter (one manufacturer can only appoint one agent for the same brand and model of equipment, otherwise the bid will be invalid; the special product agency authorization must clearly specify the equipment model; a bid without the equipment model will be invalid); the equipment the bidder intends to bid for (friction coefficient vehicle) must be announced on the CAAC website"s "Civil Airport Special Equipment Management System" with a status of "Normal."
3.4 Units with the same person in charge or with holding or management relationships between different units shall not simultaneously participate in this bidding project;
3.5 Credit requirements:
Domestic bidders must meet the following conditions: The bidder shall not be listed as a dishonest executor by the Supreme People"s Court. Information should be verified via the "Credit China" website (www.creditchina.gov.cn) or the "China Case Information Disclosure" website (http://zxgk.court.gov.cn);
