3、Qualification Requirements For Bidder
Qualifications or Performance:1、The Bidder must be either the manufacturer or an agent directly authorized by the manufacturer. In the event that an agent submits a bid, the Bidder must furnish an official direct authorization letter from the manufacturer of the goods, confirming the provision of the goods for this bidding. Failure to provide such authorization will result in the rejection of the bid.
2、 If the Bidder is a manufacturer, the Bidder must provide a copy of the business license (business registration certificate) or business license certificate.
If the Bidder is an agent, in addition to providing its own business license (business registration certificate) or business license certificate, the Bidder must also provide a copy of the manufacturer"s business license (business registration certificate) or business license certificate.
3、 The Bidder shall provide the basic account opening certificate and the original or copy of the bank reference certificate issued by the bank of deposit of the basic account of the Bidder within 3 months before the deadline for submission of Bidding Documents.
4、 In the past 3 years (from January 2023 to the present, based on the contract or order signing date), the Bidder must have at least one performance record of supplying and installing logistics automation equipment. The contract signing date shall be considered authoritative. The first page, the service content page, and the signature and seal page of the performance contract must be submitted and affixed with the official seal of the Bidder. Submissions that do not meet the aforementioned requirements or contain incomplete information will not be approved.
5、 For Bidders located within the customs territory of the People"s Republic of China, supplementary information must be furnished:
(1) The Bidder is required to furnish the license necessary for the establishment of a basic bank account. This requirement is waived if the enterprise is newly established or recently opened in a pilot area where the People"s Bank of China has abolished the issuance of licenses for opening basic enterprise accounts.
(2) The Bidder must submit audited financial reports for the past three years (2022, 2023, 2024), or a credit certificate issued by a bank within 3 months prior to the deadline for submission of Bidding Documents. If the company has been established for less than three years, the calculation shall be based on the date of establishment. If the company has been established for less than one financial year, financial statements shall be provided. The audited reports by an accounting firm must include copies of financial statements such as the balance sheet, income statement, and cash flow statement, and must be stamped with the company"s official seal.
(3) Before the deadline for submission of Bidding Documents, if the bidder is listed as a dishonest person by the people"s court, its bidding will be rejected. The Bidder shall furnish supporting documentation, including but not limited to website screenshots or reports. Method for querying information on untrustworthy individuals: "China Enforcement Information Disclosure Network" (zxgk.court.gov.cn), "Credit China" website (www.creditchina.gov.cn), and "China Government Procurement Network" (www.ccgp.gov.cn).
(4) Related party transactions: The Bidder shall submit the Registration Form for Related Party Transactions of XXXXXX Leaders, Employees, and Their Specific Related Party in XXXX Company. The format is detailed in Appendix 3: Registration Form for Related Party Transactions. If the Bidder fails to provide the registration form as required, its bidding shall be rejected. Should the Bidder possess any of the conditions enumerated in the table, the bidding shall be subject to rejection.
6 、The Bidder shall ensure that when the Tenderee uses the equipment and services provided by the Bidder in the People"s Republic of China and the European Union region, there is no known or/and potential illegal situation, nor any known or/and potential dispute related to third-party patent rights, copyrights, trademark rights or industrial design rights. If there is any infringement allegation due to the use of the services and products provided by the bidder by the Tenderee, the Bidder shall bear all legal responsibilities.
7 、The Bidder shall have the ability to export equipment in China or entrust a third-party agency (the cost incurred by entrusting a third party is included in this bid price)
8、 Different entities where the persons-in-charge (including legal representatives and actual controllers) are the same individual, or which have a holding or management relationship with each other, shall not participate in the bidding of this project simultaneously, except for different members within the same consortium.
9 、The Bidder shall not subcontract the project under any circumstances.
10、 No false information or promises have been provided during the tendering process.
11、 Consortium bidding is not accepted for this tendering project.
