3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall be an independent legal entity or other organization that complies with the provisions of the "Bidding and Tendering Law of the People"s Republic of China" (domestic bidders shall provide a business license, while foreign bidders shall provide local registration documents);
2) The original or photocopy of the credit certificate issued by the bidder"s account-opening bank within three months prior to the bid opening date;
3) The bidder must commit that its equipment and software exports fully comply with relevant international and Chinese laws and regulations, and assist in handling all necessary import and export licensing procedures;
4) For domestic products, this project only accepts bids from product manufacturers. For foreign products, it accepts bids from both product manufacturers and authorized agents. If the bidder is an agent for the submitted product, they must obtain and provide a valid authorization letter from the manufacturer of the selected goods. The original manufacturer and the agent cannot participate in the bidding simultaneously.
5) If the bidder wins the bid, a written contract shall be concluded in accordance with the bidding documents and the winning bidder"s bid documents, and no other unreasonable clauses or additional requirements of the bidder shall be included;
6) The bidder and the manufacturers of the bid goods have no significant illegal records in their business activities within the past year, have not engaged in fraudulent bidding through unfair competition, have not been involved in major economic or criminal cases, and have not had contracts terminated or been found liable as defendants due to any breach of contract, violation of laws, or breach of commercial ethics by themselves;
7) The bidding equipment provided by the bidder shall be a brand-new product.
8) Performance Requirements: The bidder shall have sales performance of similar equipment in China within the past 3 years (from January 1, 2023, to the present, based on the contract signing date), with a sales volume of ≥1 unit. The equipment sales date, corresponding customer name (the customer name may be described using a code), quantity, equipment specifications and models, etc., must be specified. During the bidding phase, procurement orders, procurement contracts, or user acceptance certificates must be provided as supporting documents.
