3、Qualification Requirements For Bidder
Qualifications or Performance: (I) Bidder"s Proof Documents
1. Basic Information Form of the Bidder, including but not limited to the following contents:
(1) Full name of the bidder, country of registration and address
(2) Bidder"s profile
(3) Bidder"s management and business scope
(4) Bidder"s organizational structure and main members as well as their affiliated departments, etc.
2. Copies of qualification documents, business license and financial documents:
For bidders within China: Business license and organization code certificate (for bidders with the three-in-one certificate, only the business license is required); financial statements from 2022 to 2024 (at least including the balance sheet).
For bidders outside China: Relevant enterprise registration documents; financial statements from 2022 to 2024 (at least including the balance sheet).
3. There shall be no conflict of interest among bidders. All bidders with conflicts of interest are unqualified. In this tender, if bidders have (but not limited to) the following situations, they are considered to have conflicts of interest:
(1) They have a common controller or common controlling shareholder;
(2) There is a direct or indirect subsidy relationship between them;
(3) They have the same legal representative in this tender;
(4) There is some connection between them that enables them to directly or through a third party obtain information about other bidders or influence other bidders in this tender; or influence the owner"s decision on this tender;
(5) A bidder participates in more than one bid in this tender. Participating in more than one bid will result in all bids they participate in being treated as invalid bids. However, this situation does not include a subcontractor participating in more than one bid, as long as they do not participate as a bidder;
(6) The bidder has participated in the preparation of this tender document as a consulting agency;
(7) The bidder or its affiliated institutions have been or will be hired by the owner as the supervising engineer for this tender contract.
4. An original bank credit certificate issued within three months before the bid submission deadline should be provided.
5. Power of Attorney of the Legal Representative.
6. Original or color printout of the unique authorization letter from the original manufacturer or general agent (effective date is the date of tender release): The original letter issued by the original manufacturer should be provided as proof, and the authorization letter should not have copyright disputes or third-party infringement.
(II) Performance Requirements
The bidder must provide sales performance of casting or forming or microstructure simulation software since 2022 (no less than 8 items). Provide corresponding proof documents (provide copies of the bid-winning notice or contract with the official seal, and the original is for verification).
(III) Other Requirements
1. This project does not accept joint bids;
2. Bids that have not purchased the tender documents from China International Tendering & Consulting Co., Ltd. will be rejected.
