拟采购的货物或服务的说明：

采用单一来源采购方式的原因及说明：1、安徽省城市生命线安全工程建设推进工作领导小组办公室印发的《安徽省城市生命线安全工程建设联合体组件方案》中关于“合肥模式”承建单位统筹实施全省“1+16”一体化综合应用平台、数据库建设和系统集成，同时按照各市本地化公司总承包方式承担本市工程项目实施任务”。2、怀远县城市生命线项目燃气专项（一期）安全工程是蚌埠市城市生命线安全工程的升级延伸，尤其在基础支撑能力等方面建设可沿用蚌埠市市级平台能力，节约资金；另一方面可保障与省市监管平台互联互通、数据实时共享，在技术标准与接口保持高度一致。3、参照蚌埠市此类项目采用单一来源采购方式进行采购。
综上根据《中华人民共和国政府采购法》第三十一条规定：只能从唯一供应商处采购，本项目采用单一来源采购方式。
