拟采购的货物或服务的说明：

采用单一来源采购方式的原因及说明：1.为确保CT设备正常、稳定运行，拟采购的CT球管必须与西门子CT兼容。根据《医疗器械注册管理办法》、《医疗器械注册与备案管理办法》和《医疗器械监督管理条例》等法规要求，球管等核心组件必须与CT整机注册证所要求的结构组成保持一致，不得随意更改，因此只能采购CT原设备同机型球管。该机型球管为西门子原厂原配。2.安徽创一医疗科技有限公司是西门子球管安徽地区的唯一授权经销商。综合以上原因，根据《中华人民共和国政府采购法》第三十一条第（一）款“只能从唯一供应商处采购的”规定及《中华人民共和国政府采购法实施条例》第二十七条“指因服务使用不可替代的专利、专有技术，导致只能从某一特定供应商处采购。”的规定，本项目只能从唯一供应商处采购的情形，项目采用单一来源采购方式进行采购。
