3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be a legal person or other organization from the People"s Republic of China, or from a country or region that maintains normal trade relations with the People"s Republic of China;
3.2 Bidders shall not be directly or indirectly associated with any consulting firm or its affiliates entrusted by the Tenderer to design, prepare specifications, and other documents for the procurement of the goods being tendered.
3.3 Only bidders who are legally and financially independent, operate legally, and are independent of the bidder and bidding agency can participate in the bidding.
3.4 The aircraft de-icing vehicle proposed by the bidder must be listed in the airport special equipment notice published by the Civil Aviation Administration of China, and the notice status must be normal (a screenshot of the notice must be provided at the time of bidding).
3.5 If the bidder is an agent, it must also possess a special product agency authorization letter issued by the manufacturer of the proposed goods (aircraft de-icing vehicle) for this project. Only one bidder can participate in the bidding for goods of the same brand and model. If two or more bidders participate simultaneously, all of them will be rejected. The special product agency authorization letter must specify the equipment model. Bids that do not reflect the equipment model will be invalid.
3.6 Different units with the same person in charge or with a controlling or management relationship shall not participate in bidding for this project simultaneously.
3.7 Reputation requirements:
3.7.1 Domestic bidders shall not be entities listed as dishonesty and dishonesty by the Supreme People"s Court.
