3、Qualification Requirements For Bidder
Qualifications or Performance:3.1Domestic product manufacturers should possess the required qualifications or performance records:
(1)Trade License (Duplicated) (Within the validity period, with a clear QR code) (One copy, affixed with the Company seal) or public institutions shall possess a valid Institution Legal Person Certificate (One copy, affixed with the Company seal.)
(2)Taxpayer Qualification Document (Value-Added Tax Invoice or other relevant proof) (One copy, affixed with the Company seal.
(3)Bank Account Opening Permit or Basic Deposit Account Information (One copy, affixed with the Company seal.
(4)Power of Attorney from the Legal Person and Identity Proof of the Authorized Representative (If the legal representative participates directly, only identity proof is required). The authorization letter must include the signatures of the legal person and the authorized representative, as well as copies of their identity cards; (The original document must be affixed with the Company seal.)
(5)Profile of the Supplier (Contractor), Business Similar Performance, and After-Sales Service (Affixed with the Company seal) (Attach proof of performance, such as a winning bid notice or contract, and provide contact information).
(6)Provide the original copies of the two financial statements (including the Balance Sheet and the Income Statement/Statement of Profit or Loss) for the past three years, affixed with the official seal of the entity; or one copy of the financial report issued by a third - party institution, affixed with the official seal of the entity. If the bidder has been established for less than three years, provide the financial statements or financial report since the date of its establishment.
(7)Quality Management System Certification (valid and having passed the latest annual review) or internal quality management system documents (Manufacturer) (one copy affixed with the Company seal).
(8)Please provide the original or a copy of the Credit Certificate issued by the bank of account within three months prior to the bid opening date. (If the bank only provides a soft copy of the Credit Certificate, please attach relevant supporting documents from the bank.)
3.2 Qualifications or achievements that overseas product agents or manufacturers should possess:
(1)The Bidder shall be legally registered; Photocopy.
(2)Power of Attorney and the identity certificate of the authorized representative;For cases where the legal representative of the entity participates in person, only the identity certificate is required.The original Power of Attorney shall be verified on site.
(3)Manufacturer"s Letter of Authorization (A long-term legally valid authorization; not required if the bidder is the manufacturer itself); Photocopy.
(4)Manufacturer"s Letter of Authorization (specific to this bidding project) (Not required if the bidder is the manufacturer itself); Original copy.
(5)Manufacturer"s Qualification Statement; Photocopy.
(6)Manufacturer"s Quality Management System Certification or CE Certificate; Photocopy.
(7)Manufacturer"s relevant qualification documents (including business registration proof, company profile, and after-sales service information); Photocopy.
(8)Bidder"s Profile, Business Similar Performance Introduction, and After-Sales Service; Original Document.
(9)Original or photocopy of the Credit Certificate issued by the account-opening bank within three months prior to the bid opening date (If the bank only provides an electronic version of the Credit Certificate, please attach relevant supporting documents from the bank).
Noted:1.Domestic equipment manufacturers must participate in the bidding directly (Bidders from domestic agents are not accepted).
2.The Bidder shall have registered on www.chinabidding.com.
(Note: The Bidder shall fill in the Registration Form on www.chinabidding.com before the bid deadline stipulated by the bid document, and shall submit the Registration Form sealed by the Bidder and the Business License (copy) to the above-mentioned website; Overseas bidders shall submit evidentiary materials of local registration (copy).
