3、Qualification Requirements For Bidder
Qualifications or Performance:The qualification documents submitted by the bidders to prove their ability to fulfill the contract upon winning the bid should include the following:
1) If the goods provided by the bidder under the contract are not manufactured by the bidder itself, the bidder should obtain a valid authorization letter from the manufacturer authorizing it to provide such goods in this bid (refer to Chapter 4, Section 4 of the First Volume of the "Bidding Document" or the authorization of an authorized agent with the authority to approve the bidding products (and the bidder should provide relevant proof documents showing the effective authorization authority of the agent, which should be able to demonstrate the integrity of the authorization chain of the goods manufacturer for the bidding products); when determining the number of bidders, if the bidding products of more than two bidders are produced by the same manufacturer or integrator, they will be regarded as one bidder. For more than two integrators or agents using the same manufacturer"s products as part of their project packages, and the total price of the same products exceeds 60% of the respective bid total prices of the project packages, they will be regarded as one bidder.

3) Original or copy of the credit certificate issued by the bidder"s bank three months before the bid opening date; .
"Other qualification documents" refer to the documents that prove that the bidder and its respective partners meet the following qualification and capability requirements:
1) If the bidder is a domestic registered entity, it must provide copies of the business license, organization code, and tax registration certificate (for enterprises that have implemented the "three-in-one" system, provide the copy of the merged business license);
2) If the purchased product is a medical device, the bid product must comply with the requirements of the "Regulations on the Registration and Filing of Medical Devices" and provide the registration/filing proof materials of the product; the bidder must comply with the requirements of the "Regulations on the Supervision and Administration of Medical Devices" and provide the proof materials of the medical device business license/registration for the operation of the product by the bidder;
