3、Qualification Requirements For Bidder
Qualifications or Performance:The bidder must be an independent legal entity or a consortium of independent legal entities established in accordance with relevant laws of the People"s Republic of China and officially registered domestically. When bidding, a copy of the business license or registration certificate of the public institution registered in accordance with the law or other legally registered certificates stamped with the bidder"s official seal must be provided.Or it may be an independent legal entity or a consortium of independent legal entities established and validly existing in accordance with the law in countries that have normal trade relations with the People"s Republic of China, and provide corresponding supporting materials stamped with the bidder"s official seal.If it is a consortium, members of the consortium must provide proof materials stamped with the official seal of the consortium leader.3.2 Qualification Requirements:
The desktop trace explosive drug analyzer product submitted by the bidder must have a valid Civil Aviation Administration of China Civil Aviation Safety Inspection Equipment Usage License, and provide a copy stamped with the official seals of the bidder and the manufacturer of the security inspection equipment submitted.The desktop trace explosive drug analyzer must be of the same brand.
3.3 Financial Requirements:
The bidder has no losses in the past three years (2022, 2023, 2024) and shall provide copies of financial statements audited by an accounting firm (including balance sheet, income statement, cash flow statement) stamped with the bidder"s official seal.(If the newly established company has been established for less than three years, provide relevant information on the above requirements since its establishment)
3.4 Performance Requirements:
3.4.1 The manufacturer of the submitted product shall have a supply performance of 50 or more desktop trace explosive drug analyzers (only counting the number of desktop trace explosive drug analyzers) in a single contract within the territory of the People"s Republic of China from January 1, 2022 to the bidding deadline.When bidding, a copy of the contract that can prove the above performance requirements, a screenshot of the winning bid announcement network, and proof materials stamped by the end user (owner unit) must be provided. The copy of the contract should include at least the first page, a stamped signature page, a contract list page that can reflect the equipment name and quantity, and stamped with the official seals of the bidder and the manufacturer.The above performance is subject to the contract period.
3.5 Credit Requirement: The bidder has not been registered by the Supreme People"s Court on the "Credit China" website (www.creditchina. gov.cn) or the "China Execution Information Disclosure Network" website(http://zxgk.court.gov.cn)Include in the list of dishonest persons subject to enforcement (based on the screenshot of the webpage query results after the release of this bidding announcement. If using the screenshot of the "Credit China" website, the serious dishonesty option should be displayed: "Sorry, the data you searched for was not found". If using the screenshot of the "China Execution Information Disclosure Network" website, it should display "No results related to XXXXXXX company were found nationwide". 3.6 After sales Service: The manufacturer of the desktop trace explosive drug analyzer product should have a permanent service agency or authorized agent in China and be able to provide timely and effective after-sales service (at the location of the project);When bidding, the introduction materials of the after-sales service agency and a copy of its business license must be provided.If the after-sales service agency is a commissioned agency, it is also required to provide an after-sales service authorization letter issued by the manufacturer, in a format to be drafted.The after-sales service authorization letter must be stamped with the official seal of the manufacturer of the product being delivered.
3.7 Manufacturer Authorization Letter: This project accepts equipment manufacturers or agents to participate in bidding.If bidding for an agent, a unique bidding authorization letter (original) issued by the equipment manufacturer for this project section should be provided.The format is detailed in Chapter 9, Appendix and Bid Template Format.
3.8 Bidders shall register for free on the China International Tendering website (www.chinabidding. com) before the bidding deadline required by the bidding documents. When registering, the bidder shall fill out the bidding registration form online on the bidding website, and submit the bidding registration form stamped with the bidder"s official seal, as well as a copy of the business license or public institution registration certificate or other legally registered certificates to the bidding website;Overseas bidders shall submit proof of registration materials (copies) for their location. If the bidder does not have a seal, they shall submit a bidding registration form signed by the responsible person of the unit.Bidders who have not completed registration on the bidding website before the bidding deadline are not allowed to participate in bidding.
Two or more legal persons, parent companies, wholly-owned subsidiaries and their holding companies, as well as other forms of bidders with asset related relationships, whose unit leaders are the same person, are not allowed to bid simultaneously in the same project.When bidding, bidders should provide the latest articles of association of the enterprise, which have been stamped and confirmed by the administrative department for industry and commerce in the place of registration. The articles of association should include the company"s equity structure, the names of major shareholders or investors.
3.10 Bidders must meet the above qualification requirements for qualified bidders and provide detailed supporting documents in the bidding documents as required. Failure to provide or provide valid supporting documents that do not meet the above requirements will result in the rejection of the bid.
