3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal entities or organizations from the People"s Republic of China or countries/regions with regular trade relations with China are eligible to bid.
Domestic bidders must submit a valid copy of their business license, while overseas bidders must provide a copy of their commercial registration certificate or other valid supporting
documents.
3.2 Bidders must ensure their vehicles are included in the "Announcement of Vehicle Manufacturers and Products" and "Announcement of Road Motor Vehicle Manufacturers and Products" issued by
the Ministry of Industry and Information Technology (MIIT), and provide supporting documents such as screenshots of the vehicle models listed in the MIIT announcement catalog. For vehicles
requiring modifications, bidders must ensure the modified vehicles obtain MIIT approval, can be properly registered, and assist the tenderer in completing final registration procedures.
(Submit a commitment letter) 3.3 Regarding qualification requirements for onboard medical equipment, items not listed in the "Medical Device Classification Catalog" are not mandatory.
However, for items within the catalog, the following supporting documents or written statements must be provided: 3.3.1 If the bidder is an agent or distributor, the following materials (all
stamped with the bidder"s official seal) must be submitted: ① Medical device operation license/filing certificate (for Class I medical devices, the filing certificate must cover the second
and third categories of medical devices); ② Medical device production license of the manufacturer (not required if the manufacturer"s business registration is overseas); ③ Medical device
registration certificate and attachments for the submitted products. 3.3.2 If the bidder is a manufacturer, the following materials (all stamped with the bidder"s official seal) must be
provided: ① Medical device production license (not required if the manufacturer"s business registration is overseas); ② Medical device registration certificate and attachments for the
submitted products.
3.4 The ambulance brand submitted by the bidder (which may differ from the vehicle model proposed for this tender) must have at least one domestic sales record from January 1, 2020 to the bid
deadline (based on the contract signing date). A scanned copy of the contract bearing the company"s official seal must be provided, clearly indicating the contract signing date, vehicle
brand, vehicle category, and vehicle name. If the contract fails to include these details, the bidder must also submit an original user certification letter stamped with the user"s official
seal along with the scanned contract.
3.5 If the bidder is a manufacturer outside the People"s Republic of China, it shall have a permanent service agency or an entrusted agency in China and be able to provide timely and
effective after-sales service at the project location. If the overseas manufacturer authorizes an agent to bid, the manufacturer shall have a permanent service agency or an entrusted agency
in China to provide after-sales service. The bidder must provide an introduction of the after-sales service agency and a copy of the business license (if the after-sales service agency is an
agent, a copy of the after-sales service authorization letter issued by the manufacturer must be provided).
3.6 The authorized representative for this project must be a regular employee of the bidder"s organization. A valid social insurance participation certificate for the aforementioned
individual, covering the last six months of continuous enrollment with the bidder"s organization (issued on or after the first tender announcement date, with the initial announcement date
being December 15,2025), must be provided. Social insurance contributions made at the bidder"s branch (non-independent legal entity) shall be deemed as contributions made by the bidder"s
organization. Copies of the social insurance participation certificates must also be submitted.
3.7 Reputation Requirements: 3.7.1 Domestic bidders must meet the following conditions: (A) The bidder must not be listed in the National Enterprise Credit Information Publicity System by the
administrative department of industry and commerce as a seriously law-breaking or dishonest enterprise; the bidder shall be verified by the tenderer or tendering agency and submitted to the
review committee for examination during the evaluation process.
(B) The bidder has not been listed as a dishonest judgment debtor by the people"s court, and the information can be queried on the China Enforcement Information Disclosure Website
(http://zxgk.court.gov.cn/); the inquiry is conducted by the tenderer or the tendering agency, and the information is submitted to the review committee for examination during the
evaluation.
3.7.2 Overseas bidders must meet the following requirements: maintain a good business reputation and have no record of major violations (as voluntarily committed by the bidder).
