3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be an independent legal entity duly established and validly existing under the laws of the People"s Republic of China or a country or region with normal trade relations with the PRC, and shall be the manufacturer, agent, or system integrator of the products being bid upon. Domestic bidders shall provide: a copy of the business license; foreign legal entities or organizations shall provide: a copy of the registration certificate.
3.2 If the equipment or system provided by the bidder is not self-manufactured, the original unique authorization letter issued by the original manufacturer for this project or a photocopy of the agency authorization letter issued by the product manufacturer to the bidder must be provided. The manufacturer shall not participate in the bidding for this project simultaneously with its authorized agent or system integrator; otherwise, all related bids will be deemed invalid.
R1: "Chinese Mainland" must be translated as Chinese Mainland. 3.3 From January 1, 2022, to the bid submission deadline of this project (based on the contract signing date), the bidder must provide no fewer than three procurement contracts or acceptance certificates for the same type of equipment-three-dimensional X-ray microscopes and ultrasonic scanning microscopes-within Chinese Mainland. The purchased equipment must be of the same model or higher configuration. The bidder must submit copies of key contract pages or acceptance certificates as supporting documents. Sensitive commercial information may be redacted, but the documents must fully demonstrate the contract signing date, equipment supplier name and model, contracting parties, and end-user name that meet the qualification requirements of this clause. If the product name in the contract differs from the requirements of this clause, additional supporting documents such as technical agreements may be provided. If the equipment provided by the bidder is not self-produced, performance records from the product manufacturer may be submitted as supporting documents. The bid evaluation committee reserves the right to review the original supporting documents.
3.4 After-sales Service Requirements: The bidder or manufacturer shall have corresponding after-sales service agencies and maintenance capabilities for the equipment within China. An after-sales service commitment letter (format to be self-designed) must be provided. Note: The recipient of the after-sales service commitment letter must be "China Automotive Engineering Research Institute (Jiangsu) Co., Ltd.".
3.5 Bidders must submit an "Integrity Declaration" (format to be self-designed), voluntarily committing to comply with relevant laws and regulations of the People"s Republic of China and must not have any of the following circumstances: 1) Unresolved litigation or poor performance records related to the bidding products or services; 2) Being subject to administrative penalties for suspension of bidding qualifications by relevant administrative departments of the state or Jiangsu Province (including municipalities or any districts/counties) and still within the penalty period.
3.6 Bidders shall complete registration and information verification on the China Bidding Network (http://www.ebnew.com) or the Electronic Trading Platform for Machinery and Electrical Equipment Bidding (http://www.chinabidding.com) before submitting their bids.
3.7 If a bidder has more than two cumulative invalid complaints within six months before the bid submission deadline or more than three within one year (as publicly announced on the China International Bidding Network), the tendering party will reject its bid.
