3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be the manufacturer of the product being bid or the sole authorized agent of the manufacturer for this project. Only one bidder may participate in the bidding for products of the same brand.
3.2 The product submitted by the bidder must obtain the "Aviation Ground Equipment Test Certificate" issued by China National Machinery Industry Corporation (Beijing) Vehicle Testing Engineering Research Institute Co., Ltd. or the National Engineering Machinery Quality Inspection and Testing Center, and provide the aviation ground equipment type-test report for the product issued by either of these institutions.
3.3 From January 1, 2023, to the bid submission deadline (based on the contract signing date or order placement date), the bidder must have sales of no less than 3 units of the same model product within the customs territory of China (excluding Hong Kong, Macao, and Taiwan).
3.4 Different units with the same person in charge or with controlling/management relationships shall not participate in the same bid section or the same tender project without divided sections. Any violation of this provision will render the relevant bids invalid.
3.5 For bidders within the customs territory of the People"s Republic of China, the bid documents must include: the enterprise credit information disclosure report retrieved from the National Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn/index.html), a screenshot of the government procurement serious illegal and dishonest behavior record retrieved from the China Government Procurement Network (http://www.ccgp.gov.cn/), and a public credit information report of legal and non-legal entities retrieved from the Credit China website (www.creditchina.gov.cn/); for bidders outside the customs territory of the People"s Republic of China, the bid documents must include a written statement confirming no serious illegal and dishonest behavior from January 1, 2021, to the bid submission deadline.
3.6 The bidder must not be a blacklisted supplier of China Aviation Group, not on the China Aviation Group prohibited trading enterprise list, not a blacklisted supplier of Beijing Aircraft Maintenance Engineering Co., Ltd., not on the prohibited trading enterprise list of Beijing Aircraft Maintenance Engineering Co., Ltd., and must not have exhibited any adverse behavior in procurement projects of China Aviation Group or Beijing Aircraft Maintenance Engineering Co., Ltd. within the past 3 years.
3.7 This tender does not accept consortium bids and does not allow subcontracting or division of the contract.
