3、Qualification Requirements For Bidder
Qualifications or Performance:Requirements for Qualifications and the Past Performance of the Bidder:
(1) ★Requirements for Qualifications of the Bidder
A.★If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).
★If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.
★If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).
★The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. Only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.
B.★The manufacturer of the Bid Goods must simultaneously hold valid certificates for GB/T19001 (ISO9001) quality management system certification,. Certificates issued by the Chinese domestic certification bodies shall be verifiable on the website of the Certification and Accreditation Administration of the People"s Republic of China (http://www.cnca.gov.cn/).
If there are updated system standards issued by the Chinese relevant national authorities, the latest system standards shall prevail. When submitting the bid, the bidder shall provide scanned copies of the original certificates (with the originals kept available for verification).
C.★For Goods to be supplied from within the customs territory of the People"s Republic of China, bids from agents will not be accepted; For Goods to be supplied from outside the customs territory of the People"s Republic of China, bids from agents can be accepted.
★If the bidder is an agent, shall obtain the sole legal authorization of the manufacturers of the THE INERT GAS SYSTEM in the bid, and shall provide the following documents(original letter stamped with the official seal of the manufacturer ) :
Letter of Authority from Manufacturer within the validity period.
If a bidder participates in the bidding with goods manufactured by itself, the bidder shall not authorize other bidders to offer the same goods in the bidding at the same time; otherwise, all related bids will be rejected. If a bidder re-authorizes other bidders the authorized goods to participate in the bidding at the same time, all related bids will be rejected.
D. ★Is any bid by a consortium or a joint venture accepted? No.
E. ★Can a bidder participate in the bidding without purchasing the Solicitation Document? No.(2)★Requirement for Bidder"s Past Performance:
A. The bidder must be the manufacturer of the product being bid on. From December 1, 2010 to the bid deadline (based on the contract signing time), the bidder should have a supply performance of one or more sets of flue gas mode inert gas generators and one or more sets of direct combustion mode inert gas generators, and both meet the technical requirements of capacity ≥ 6500m3/h and container pry.
Bidders must submit a performance table in the prescribed format and provide relevant performance certification documents. The performance certification documents include: 1) sales contract and 2) arrival acceptance materials signed or stamped by the user (arrival acceptance form or commissioning acceptance report or other valid proof materials that can prove that the goods under the contract have arrived and been accepted). The performance certification documents submitted by the bidder must at least reflect the following contents: contract signing time, contract signing page (domestic trade contracts should have both parties" seals, international trade contracts should have both parties" signatures or seals), manufacturer name, goods name, capacity ≥ 6500m3/h, technical requirements for container pry, and arrival acceptance materials signed or stamped by the user.
If the performance contract is an annual agreement, in addition to providing the annual agreement, corresponding received orders should also be provided, and the order content or number should be associated with the annual agreement. Providing one or more orders and corresponding arrival acceptance materials under the same annual agreement is considered as one valid performance.
Failure to submit performance certification documents, or failure to meet the above performance requirements through the provided performance certification documents, shall be deemed as invalid performance.
B. If the inert gas system (capacity ≥ 6500m3/h, container sled type) proposed by the bidder in this bid has passed the "Engineering Construction Major Technology and Product First Application Management Certification" organized by China National Offshore Oil Corporation or its authorized unit, the above performance and performance certification documents are not required; But the bidder shall provide a "Notice of Approval for the First Application Management of Major Technologies and Products in Engineering Construction" issued by the applying unit (i.e. the engineering project team of the project).
