Description of The Prepared Bidding Conditions:The tender project for the procurement and installation of the runway Foreign Object Debris (FOD) detection system for the Changsha Airport expansion and renovation project has been approved for construction by the Central and Southern Regional Administration of Civil Aviation of China, the Hunan Provincial Development and Reform Commission, and the Hunan Provincial Department of Housing and Urban-Rural Development through the "Approval on the Preliminary Design and Budget of the Changsha Airport Expansion and Renovation Project (Airport Project)" (Civil Aviation Central-Southern Bureau [2021] No. 26). Construction funding has been secured. The project is now ready for tender, and international public bidding is hereby initiated.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be a legal person or other organization from the People"s Republic of China or from countries or regions that have normal trade relations with the People"s Republic of China;
3.2 The bidder can be the manufacturer of the FOD detection equipment proposed for this project or an agent authorized by the manufacturer. The same manufacturer can only authorize one agent to participate in the bidding for the same brand and model of equipment (if the equipment manufacturer participates in the bidding, it cannot authorize an agent; if the bidder is an agent, the bidder must provide a special product agency authorization issued by the manufacturer for the project equipment. If there are two or more agents bidding for the same brand and model of equipment, the bidder whose registration information is received first shall prevail);
3.3 The FOD detection equipment proposed by the bidder must be a product listed as normal in the "Special Equipment Announcement System for Civil Airports" of the Civil Aviation Administration of China, and a screenshot of the announcement information must be provided;
3.4.1 Domestic bidders: This bidding does not accept units listed as dishonest defendants by the Supreme People"s Court. The information shall be based on the "Credit China" website (www.creditchina.gov.cn) or the "China Judgment Document Network" (http://zxgk.court.gov.cn);
3.4.2 Foreign bidders must be commercial entities with good reputation and no major illegal records (self-declared by the bidder);
3.5 Different units with the same responsible person or having a holding or management relationship shall not bid for the same lot;
3.6 This bidding does not accept joint bids;
