3、Qualification Requirements For Bidder
Qualifications or Performance:Any legal person or other organization from the People"s Republic of China or from any country or region that has normal trade relations with the People"s Republic of China and meets the following conditions, In addition to meeting the requirements for qualified bidders as stipulated in Clause 2.2 of Chapter 1 "Instructions to Bidders" of Volume 1 of the "International Competitive Bidding Documents for Procurement of Mechanical and Electrical Products" compiled by the Department of Machinery and Electronics and Science and Technology Industry of the Ministry of Commerce of the People"s Republic of China in the 2014 edition, the following conditions should also be met:
① Manufacturers can independently participate in the bidding. Manufacturers within the territory of the country must have valid business licenses and production licenses. Manufacturers outside the customs territory must be legally registered in their home country.
② The national general agent of the bidding product or the agent listed in the medical device registration certificate or registration form (hereinafter referred to as the "agent") may also participate in the bidding. The national general agent shall hold a national general agent certificate and it shall be within the validity period.
③ Dealers (or agents) authorized by the manufacturer or the national general agent or agent may also participate in the bidding.
④ Domestic distributors (or agents) and the national general agents or agents authorized to them must possess valid business licenses and medical device operation qualification certificates (the business scope in the operation qualification certificate should cover the category of the products being tendered. If the products being tendered belong to Class III, the medical device operation license shall prevail; if the products being tendered belong to Class II, (Based on the medical device business filing certificate); Dealers (or agents) outside the country must be legally registered locally and obtain authorization from the manufacturer.
⑤ For the bidding products that fall into Class II or Class III, a medical device registration certificate must be obtained; for those that fall into Class I, a filing certificate for Class I medical devices must be obtained.
⑥ Financial status report and relevant materials for the payment of taxes and social security funds in accordance with the law
6.1. Provide the financial audit report for the year 2024 issued by an accounting firm or the financial statements (balance sheet, income statement) for any one month from June 2025 to the present;
6.2. Provide tax payment vouchers for any one month from June 2025 to the present
6.3. Provide the social security record certificate for any one month from June 2025 to the present
