GDEQ-001: Laboratory Enhancement Sub-project Equipment Procurement (First Batch)
The earliest start time for goods and related services is the 5th day after the contract signing, and completion of installation is required within 90 days after the contract signing.
The Bidder shall provide audited financial statements for the last three years (2022-2024) to prove an average annual turnover of not less than RMB 70 million yuan for the recent three years.
The Bidder needs to have successfully completed at least one similar contract between January 1, 2022, and June 30, 2025 (based on the acceptance report date), with a contract value of not less than RMB 23 million yuan. The contract content shall include at least one of the following six sets of equipment: 1. High-Performance Liquid Chromatograph, Triple Quadrupole Gas Chromatography-Mass Spectrometer, Ultra-High-Performance Liquid Chromatography Tandem Triple Quadrupole Mass Spectrometer (LC/MS/MS), Fully Automated Microbial Mass Spectrometry Detection System, Fully Automated Solid-Phase Extraction Instrument, Freeze Dryer; and 2. Fully Automated Multiplex Time-of-Flight Mass Spectrometer (Fully Automated Microbial Mass Spectrometry Detection System); and 3. One of the following eight sets of equipment: Fully Automated Nucleic Acid Detection and Analysis System, Real-Time Fluorescence Quantitative PCR Instrument, Fully Automated Library Preparation System, Fully Automated ELISA Workstation, Fully Automated Hemagglutination Inhibition Workstation, Fully Automated Brucellosis Intelligent Detection Workstation, High-Throughput Multi-Channel Real-Time Fluorescence Quantitative PCR Instrument, Magnetic Bead High-Throughput Automated Nucleic Acid Extractor.
Alternatively, if a single contract cannot meet the above requirements, multiple contracts are allowed, provided they meet the following conditions: 1. Each contract must have been successfully completed between January 1, 2022, and June 30, 2025 (based on the acceptance report date); 2. Each contract value is not less than RMB 5 million yuan; 3. The cumulative total value of the provided contracts is not less than RMB 23 million yuan; and 4. The cumulative content of the provided contracts shall include at least: a. One of the six sets of equipment mentioned in the first requirement above, b. The Fully Automated Multiplex Time-of-Flight Mass Spectrometer (Fully Automated Microbial Mass Spectrometry Detection System), and c. One of the eight sets of equipment mentioned in the third requirement above.
Bid documents shall include corresponding supporting documents (including the Bid Winning Notification with its query URL and screenshot, copies of key contract pages, and acceptance reports). The above supporting documents must bear the official seal of the Bidder. The Bidder should also prepare the original documents for verification if required.
The Bidder shall possess a valid and eligible Business License, Tax Registration Certificate, and Organization Code Certificate (or a unified Business License if applicable).
The Bidder shall provide copies stamped with its official seal.
The Bidder shall demonstrate that the key goods to be supplied—High-Performance Liquid Chromatograph, Triple Quadrupole Gas Chromatography-Mass Spectrometer, Ultra-High-Performance Liquid Chromatography Tandem Triple Quadrupole Mass Spectrometer (LC/MS/MS), Fully Automated Microbial Mass Spectrometry Detection System, Fully Automated Solid-Phase Extraction Instrument, Freeze Dryer, Fully Automated Multiplex Time-of-Flight Mass Spectrometer (Fully Automated Microbial Mass Spectrometry Detection System), Fully Automated Nucleic Acid Detection and Analysis System, Real-Time Fluorescence Quantitative PCR Instrument, Fully Automated Library Preparation System, Fully Automated ELISA Workstation, Fully Automated Hemagglutination Inhibition Workstation, Fully Automated Brucellosis Intelligent Detection Workstation, High-Throughput Multi-Channel Real-Time Fluorescence Quantitative PCR Instrument, Magnetic Bead High-Throughput Automated Nucleic Acid Extractor—meet the following requirements: (1) Have a production history of at least 3 years (before January 2022); (2) At least one unit of a similar model and specification has been sold within the past three (3) years (January 2022 - present); (3) Has been satisfactorily operating for at least 1 year.
The Bidder shall have provided copies of key contract pages (at least including contract name, signing date, goods name and quantity, signature and seal pages, etc.), acceptance certificates, and successful operation proof documents.
The Bidder"s audited annual financial statements for the last three years (2022-2024) shall reflect a financially sound condition and demonstrate long-term profitability. As a minimum requirement, the Bidder"s net assets (calculated as total assets minus total liabilities) for each of the last three years must be positive.
The Bidder shall submit audited annual financial statements for the last three years (2022-2024).
Considering the Bidder"s other ongoing contracts, deducting the funds occupied by other undertaken contracts, and without considering any possible advance payment for this contract, the Bidder"s liquidity or credit line available for this contract (credit line proof must be issued by a bank branch with lending authority) shall be not less than RMB 14 million yuan.
The Bidder shall provide the audited "Balance Sheets" for the last three years (2022-2024); and original documents of bank credit line proof or financing proof issued by a bank (if any).
The total amount of pending claims, arbitrations, or other litigations shall not exceed 50% of the Bidder"s net assets. All pending litigations shall be counted assuming the Bidder loses the case.
The Bidder shall provide a self-formatted declaration document.
