3、Qualification Requirements For Bidder
Qualifications or Performance:1) The bidder shall be an independent legal entity in accordance with the "Law of the People"s Republic of China on Tendering and Bidding";
2) The manufacturer of the bid goods shall have a supply performance of more than 30 units of similar bid equipment and must provide supporting materials such as copies of the key pages of
the contract;
3) If the bidder is an agent, it must obtain and provide a sole authorization letter issued by the manufacturer of the bid goods specifically for this project.
4) Domestic manufacturers of bid products must have a valid Class B or higher production license for gantry cranes issued by the State Administration for Market Regulation (the license scope
shall include at least manufacturing and installation); overseas manufacturers of bid products and installation units shall prove that they have the equivalent capabilities as specified in
Annex H of the "Rules for Licensing of Special Equipment Production and Filling Units (TSG 07 - 2019)" and undertake to pass the type test as stipulated in the "Announcement of the State
Administration for Market Regulation on Matters Concerning Administrative Licensing of Special Equipment" [No. 3, 2019] before the equipment is put into use.
5) Bidders must complete valid registration on the electronic trading platform for mechanical and electrical products recognized by the Ministry of Commerce of the People"s Republic of China
(hereinafter referred to as the "mechanical and electrical products trading platform", website: http://www.chinabidding.com) before the bid closing date. (Since the registration review of the
mechanical and electrical products trading platform takes a certain time, if a bidder decides to participate in this tender, it should log in to the website as soon as possible to check
whether it is already in a valid registration status, so as to avoid affecting the normal bidding due to handling the registration matters close to the bid closing time).
6) Domestic manufacturers shall provide financial statements from 2022 to the present audited by an intermediary institution (a qualified accounting firm).
7) If the domestic bidder is an agent, it shall provide financial statements from 2022 to the present audited by an intermediary institution (a qualified accounting firm) or a letter of
commitment on the financial situation. Enterprises established for less than three years shall provide audited financial statements from their establishment to the present by an intermediary
institution (a qualified accounting firm).
8) The authorized representative of a domestic bidder shall have proof materials of paying social insurance premiums legally for three consecutive months at the bidding unit.
9) Bidders must provide a copy of the credit certificate issued by the opening bank within three months before the bid opening date, and the original shall be available for inspection.
10) If the place of dispatch is outside the customs territory, the bidder must be an enterprise registered outside the customs territory.
11) Joint - venture bids are not allowed for this project.

Additional Instructions:Interested potential bidders can purchase the tender documents from 9:00 to 16:00 (Beijing time) every day (except holidays) from December 19, 2025, to December 26,
2025, at Room 14, Meiliyuan Building, No. 358, Yan"an West Road, Shanghai, China. After the specified deadline for the sale of the tender documents, the tender documents for this project will
no longer be sold. Each set of the tender documents is priced at RMB 1,000.00 (One thousand Chinese yuan) or USD 140.00 (One hundred and forty US dollars), and the payment is non -
refundable. An additional RMB 60.00 is required for domestic mail - order; an additional USD 100.00 is required for overseas mail - order. Potential bidders who have not purchased the tender
documents from the tendering agency shall not participate in the tender.
When a representative of a potential bidder comes to purchase the tender documents, they shall bring the original of the letter of introduction or power of attorney (the letter of
introduction or power of attorney shall state the project number of the tender documents to be purchased, be stamped with the seal of the unit, and be accompanied by the proof of the
authorized representative"s social insurance payment in the past month). When purchasing by mail, the above - mentioned materials shall be sent to the contact person of the tendering agency
