3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder is a legal person or other organization from the People"s Republic of China or a country or region that has normal trade relations with the People"s Republic of China;
3.2 Bidders shall not have any direct or indirect association with the consulting firm or its affiliated institutions commissioned by the tenderer to design, prepare specifications and other documents for the procurement of goods for this tender.
3.3 Only bidders who are legally and financially independent, operate legally, and are independent of the tenderer and bidding agency are eligible to participate in the bidding process.
3.4 The bidder"s proposed aircraft de icing vehicle must be included in the airport specific equipment announcement published by the Civil Aviation Administration of China and the announcement status must be normal (a screenshot of the announcement must be provided at the time of bidding).
3.5 If the bidder is an agent, they must also have a special product agency authorization letter issued by the manufacturer of the intended goods (aircraft de icing vehicle) for this project (only one bidder can participate in the bidding for goods of the same brand and model, and if two or more bidders participate simultaneously, they will be rejected; the special product agency authorization letter must specify the equipment model, and bids that do not reflect the equipment model are invalid).
3.6 If the person in charge of the unit is the same or if there is a controlling or management relationship between different units, they shall not participate in the bidding project at the same time.
3.7 Credit Requirements:
3.7.1 Domestic bidders shall not be listed as dishonest persons subject to enforcement by the Supreme People"s Court, and shall use the "Credit China" website (www.creditchina. gov.cn) or the "China Enforcement Information Disclosure Network" website( http://zxgk.court.gov.cn )The query information shall prevail (the bidding documents shall be accompanied by a screenshot of the bidder"s credit in China or on the China Execution Information Disclosure Network, and stamped with the bidder"s official seal).
3.7.2 Overseas bidders must be units with good business reputation and no major illegal records (the bidder"s self commitment must be attached to the bidding documents and stamped with the bidder"s official seal).
