3、Qualification Requirements For Bidder
Qualifications or Performance:In addition to meeting the requirements for Eligible Bidders specified in Clause 2.2 of Instructions to Bidders (Chapter 1, Volume 1) of the 2014 Edition of International Competitive Bidding Documents for the Procurement of Mechanical and Electrical Products compiled by the Department of Mechanical and Electrical and Science & Technology Industry of the Ministry of Commerce of the People"s Republic of China, bidders shall also satisfy the following conditions:
1、Manufacturers may participate in the bidding independently. Manufacturers within the customs territory shall hold a valid business license; manufacturers outside the customs territory shall be legally registered in their country of domicile.
2、The national general agent or agent of the bid product may also participate in the bidding. The national general agent or agent must hold a valid national general agency certificate within its term of validity.
3、Dealers (or agents) authorized by the manufacturer, national general agent, or agent may also participate in the bidding.
4、Dealers (or agents) within the customs territory and the national general agents or agents that authorize them shall hold valid business licenses; dealers (or agents) outside the customs territory shall be legally registered locally and hold authorization from the manufacturer.
5、Prospective bidders intending to participate in the bidding for this project and the legal representatives of bidders shall not be included in the list of Judgment Defaulters or Major Tax Non - compliant and Untrustworthy Entities on the Credit China website (www.creditchina.gov.cn). 6、Legal persons, other organizations, or individuals that have an interest relationship with the Tenderee which may affect the impartiality of the procurement shall not participate in the bidding. Different entities with the same person in charge, or with holding or management relationships, shall not simultaneously participate in the bidding for the same bid package or the same project without bid package division. The parent company and its subsidiaries within a group company shall not simultaneously participate in the bidding for the same bid package or the same project without bid package division. When subsidiaries of the same company with independent legal person status simultaneously participate in the bidding for the same bid package or the same project without bid package division, the number shall not exceed two, determined by the order of registration. 7、Possess a sound business reputation and a sound financial and accounting system (Provide the 2024 financial report audited by a certified public accountant firm or an audit firm, or the company"s financial statements for any consecutive 3 months from January 2025 to the present (including at least a balance sheet and an income statement/profit statement; for newly established enterprises, provide financial statements since the date of registration). The supporting documents provided shall be signed and affixed with the official seal in accordance with the relevant requirements of Article 21 of the Accounting Law of the People"s Republic of China. 8、Have a good record of paying taxes and social security funds in accordance with the law (Provide the supporting documents for the record of paying taxes and social security funds in accordance with the law for any consecutive 3 months from January 2025 to the present.
