3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder must be a legal person or other organization from the People"s Republic of China or a country or region that has normal trade relations with the People"s Republic of China; 3.2 The bidder shall not be directly or indirectly associated with any consulting firm or its affiliated institutions entrusted by the bid inviter to design, prepare specifications, and other documents for the procurement of the goods being bid on.
3.3 Only bidders who are legally and financially independent, operate legally, and are independent of the bidder and bidding agency can participate in bidding.
3.4 If the bidder is an agent, it must also possess a special product agency authorization letter issued by the manufacturer of the proposed goods (thermal snow blower) for this project. Only one bidder can participate in the bidding for goods of the same brand and model. If two or more bidders participate simultaneously, all of them will be rejected. The special product agency authorization letter must specify the equipment model. Bids that do not reflect the equipment model are invalid.
3.5 Different units with the same person in charge or with a controlling or management relationship shall not participate in bidding for this project simultaneously.
3.6 Reputation Requirements: 3.6.1 Domestic bidders shall not be entities listed as dishonesty and disobedience by the Supreme People"s Court. The information obtained from the "Credit China" website (www.creditchina.gov.cn) or the "China Execution Information Publicity Network" website (http://zxgk.court.gov.cn) shall prevail (the bidder must attach a screenshot of the dishonesty and disobedience inquiry from the "Credit China" website or the "China Execution Information Publicity Network" website, with the bidder"s official seal affixed).
