3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 All legal entities or organizations from the People"s Republic of China or any country/region with regular trade relations with China are eligible to participate in the bidding. Domestic bidders must submit a valid copy of their business license, while overseas bidders shall provide a copy of their commercial registration certificate or other valid supporting documents.
3.2 This project accepts bids from manufacturers or agents, but simultaneous participation by both parties in the same project is prohibited. If an agent participates, they must provide a valid authorization letter from the manufacturer for the proposed equipment (new energy) including garbage trucks, passenger elevators, water trucks, sewage trucks, luggage conveyors, luggage trailers, and luggage pallets (tarpaulin boards). Each manufacturer may authorize only one agent to bid, and the original valid authorization letter must be submitted.
3.3 The equipment tendered by the bidder, including garbage trucks (new energy), passenger elevators (new energy), water-cleaning trucks (new energy), sewage trucks (new energy), baggage transfer vehicles (new energy), and baggage trailers (new energy), must possess either a "Civil Airport Special Equipment Certification" or products with a normal status in the "Civil Airport Special Equipment Information Management System" of the China Civil Aviation Administration (provide either the Civil Airport Special Equipment Certification or a screenshot from the Civil Airport Special Equipment Information Management System website). For baggage pallets (tarpaulin boards), a test report issued by an airport equipment inspection agency recognized by the China Civil Aviation Administration (a copy) must be provided.
3.4 The bidder"s submitted brands of new energy vehicles (including garbage trucks, passenger elevators, water trucks, sewage trucks, luggage conveyors, luggage trailers, and luggage pallets) must demonstrate at least one sales record for domestic airport transportation from January 1, 2020 to the bid deadline (based on the contract signing date), with complete contract copies provided.
3.5 If the bidder is a manufacturer outside the People"s Republic of China, it shall have a permanent service agency or an entrusted agency in China and be able to provide timely and effective after-sales service at the project location. If the overseas manufacturer authorizes an agent to bid, the manufacturer shall have a permanent service agency or an entrusted agency in China to provide after-sales service. The bidder shall provide a letter of introduction for the after-sales service agency and a copy of the business license (if the after-sales service agency is an agent, a copy of the after-sales service authorization letter issued by the manufacturer shall be provided).
3.6 The authorized representative for this project must be a regular employee of the bidder"s organization. All relevant personnel must provide social insurance participation certificates for the past six months, issued on or after the date of this project"s tender announcement. Social insurance contributions made by the bidder"s branch (non-independent legal entity) shall be deemed as contributions made by the bidder"s organization. Copies of the social insurance proof materials must be submitted.
3.7 Reputation Requirements: 3.7.1 Domestic bidders must meet the following conditions: (A) The bidder must not be listed in the National Enterprise Credit Information Publicity System as a seriously illegal or dishonest enterprise by the industrial and commercial administrative authorities; the bidder must be verified by the tenderer or tendering agency and submitted to the review committee for examination during the evaluation process.
(B) The bidder is not listed in the list of dishonest persons subject to execution by the people"s court, and is queried on the China execution information disclosure website (http://zxgk.court.gov.cn/); the bidder or the tendering agency queries, and submits it to the review committee for review during the evaluation.
3.7.2 Overseas bidders must meet the following requirements: maintain a good business reputation and have no record of major violations (as voluntarily committed by the bidder).
