3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) Bidders must be manufacturers (bidding by agents is not accepted). If the bidder"s products are actually produced and manufactured by its wholly-owned subsidiary (hereinafter referred to as "production unit") due to its internal sales system, and the bidder (parent company) participates in the bidding, this situation can be regarded as meeting the bidder"s requirements, but the following supporting documents must be provided in the bidding documents at the same time, otherwise its bidding will be rejected:
A relationship certificate: provide legal documents that can clearly prove the equity relationship between the bidder and the production unit, and confirm that the production unit is a wholly-owned subsidiary of the bidder.
B. Responsibility commitment: Letter of Commitment issued by the production unit for the bidding of this project and the performance of the contract after winning the bid. The document must clearly state that the production unit shall bear joint and several legal responsibilities for the quality, production, delivery, technical support and after-sales service of the equipment during this bidding and future contract performance.
C manufacturer"s qualification documents: relevant certification documents that the production unit, as a product manufacturer, should meet all the manufacturer"s qualification and technical capability requirements specified in the bidding documents.
(3) The manufacturer must provide a business license (business registration document) or operating permit document issued in the country of origin.
For bidders who are domestically registered companies, they must possess valid independent legal person status and provide a valid business license. For bidders who are foreign-registered companies, they must provide valid company registration certificates.
(4)The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder"s bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder"s bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder"s qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.)
