Request for Quotations (RFQ) — Non-Consulting Services

Project Title: World Bank Loan Project for Prevention, Preparedness and Response to Emerging Infectious Diseases — Hainan Project (Global “One Health” Hainan Demonstration Project)
Contract Title: Non-Consulting Services for Organizing the 2026 International Symposium on Dengue Prevention and Control

1.China CITIC International Tendering Co., Ltd. (“the Procurement Agent”), entrusted by the Hainan Provincial Center for Disease Control and Prevention (“the Client”), hereby invites you/your company to submit a quotation for the services described in Appendix A (Terms of Reference) attached to this Request for Quotation. However, if you/your company has participated in the preparation or development of “Appendix A: Terms of Reference” involved in this RFQ, you/your company shall be disqualified.
To assist you/your company in preparing the quotation, the Terms of Reference, Quotation Form, and Contract Template are enclosed herewith.

2.However, your/your company’s proposal will not be considered if any of the following circumstances apply:
(a) The origin of the services you/your company provide is not from an eligible source country as specified by the World Bank; or
(b) You/your company has an affiliation with a firm that prepared this Terms of Reference or participated in the preparation of this project; or
(c) You/your company is owned by the Client; or
(d) In accordance with the World Bank’s anti-corruption guidelines and its sanctions framework, Section VI “Fraud and Corruption,” paragraph 2.2(d), you/your company is currently sanctioned by the World Bank for a period determined by the Bank; or
(e) Payments for the services are prohibited to your country, or to individuals or entities in your country, under a decision made by the United Nations Security Council pursuant to Chapter VII of the UN Charter.

3. Qualification Requirements:
Requirements for Service Providers

1)The service provider shall have the legal capacity to independently assume civil liability. A copy of the business license or the legal person certificate of a public institution (or other equivalent certification documents corresponding to its organizational form) must be provided.

2)The service provider shall have a good business reputation and a sound financial and accounting system; possess the equipment and professional technical capabilities necessary to perform the contract; have a good record of paying taxes and social security contributions in accordance with the law; and have no major violations in business activities within the three years prior to participating in government procurement activities. The service provider shall provide corresponding supporting documents or a letter of commitment (format to be determined by the provider) to demonstrate compliance with the above requirements. In the case of a consortium, each member of the consortium shall provide such documents.

3)Within the past two years (from January 1, 2023 to the quotation submission deadline), the service provider must have successfully organized at least one large-scale international conference, with more than 50 participants, involving more than three countries, and with a contract value of no less than RMB 400,000. Relevant performance supporting documents shall be provided, and such documents shall include at least the key pages of the contract (which must clearly show the name of the entity, scope of services, contract amount, date of signing, and other key information).

Requirements for the Service Provider’s Expert Team Members

1)Conference Project Manager (1 person):
(1) At least 5 years of experience in conference project management;
(2) Ability to coordinate across departments, draft business documents, and make crisis decisions.

2)Conference Coordinator (1 person):
(1) At least 2 years of experience in supporting international conferences;
(2) Strong written and on-site communication skills in English; proficiency in advanced applications such as WPS; ability to handle multi-threaded tasks and manage confidential information.

3)Conference Publicity Specialist (1 person):
(1) Experience in publicity and promotion for academic conferences with more than 100 participants;
(2) Proficiency in using multimedia equipment and photography techniques;
(3) Sensitivity to public opinion and certain design and aesthetic capabilities.

4)On-site Operations Manager (1 person):
(1) More than 5 years of experience in supporting international conferences;
(2) Experience supporting academic conferences with over 100 participants;
(3) Knowledge of supplier evaluation models;
(4) Strong communication skills, and capability to handle public health emergency responses;
(5) Proficiency in digital conference management systems;
(6) Strong stress tolerance and impromptu speaking abilities.

5)Conference Recorder (1 person):
(1) Typing speed ≥ 220 characters/minute, with medical background preferred;
(2) Proficient in tools such as XMIND and Mubuc;
(3) Ability to translate academic discourse and strong information sensitivity.

The Conference Coordinator, On-site Operations Manager, and Conference Recorder shall have strong English speaking and written communication skills, as well as knowledge of foreign guest reception etiquette. They must be capable of independently carrying out communication, coordination, and reception tasks with foreign guests. Relevant supporting documents shall be provided.

(The service provider must submit the curriculum vitae of all the above personnel, copies of academic certificates, proof of experience in similar projects, personal commitment letters (stamped), professional qualifications (if any), and other relevant supporting documents.)

4. You/your company shall submit the quotation in accordance with the following instructions, procedures, and the terms and conditions of the Contract.

4.1 Quotation Preparation

(a) Your quotation must cover all items described in the Terms of Reference (TOR) and shall only be submitted using the format provided in the attached Quotation Sheet. The currency for quotation and payment shall be RMB.

(b) For the above items, you/your company must submit a quotation document consisting of the quotation and relevant qualification and performance supporting materials (including the Quotation Sheet, the required documents specified under Section 3 “Eligibility Requirements,” and any other supporting materials you deem necessary). The quoted documents shall be typed or written in indelible ink, stamped with your company"s official seal, and signed by your legal representative or authorized representative. If the Quotation Sheet is not signed and stamped, the quotation will not be further considered.

(c) You/your company must submit one (1) bound original quotation document marked "Original." In addition, you must submit two (2) copies marked “Copy.” At the same time, the stamped PDF scan and an editable WORD version of the quotation documents shall be saved in a USB drive, properly sealed, and submitted together with the paper quotation documents. In case of discrepancy between the electronic and paper versions, the paper version shall prevail; in case of discrepancy between the original and copy paper versions, the original shall prevail.

(d) The validity period of your quotation shall be 90 days from the quotation submission deadline. If you withdraw your quotation within the validity period and/or refuse to accept the contract when awarded, you/your company will be excluded from the list of service providers for this project for a period of two (2) years.

4.2 Submission and Opening

(a) Your quotation documents (including the Quotation Sheet and supporting documents) must be submitted before 09:00 a.m. on December 25, 2025 (the quotation submission deadline). The documents shall be signed, stamped, placed in a sealed envelope, and delivered to the following address:

(b) The quotations will be publicly opened at 09:00 a.m. on December 25, 2025 at the above address. Representatives of service providers who choose to attend may witness the opening. Late submissions will be rejected.

4.3 Evaluation and Comparison

(a) Quotations that are determined to be substantially responsive to this RFQ will be evaluated by comparing their quoted prices. If a quotation contains major deviations from or reservations to the terms, conditions, or specifications of this RFQ, it shall be deemed non–substantially responsive.

(b) During evaluation, the Client will adjust any arithmetic errors as follows:
(i) If there is a discrepancy between the amount in figures and the amount in words, the amount in words shall prevail;
(ii) If there is a discrepancy between the unit price (if applicable) and the total price calculated by multiplying the unit price by the quantity, the unit price shall prevail; and
(iii) If you/your company refuses to accept the correction, your quotation will be rejected.

4.4 Contract Award

(a) The Client shall award the contract to the service provider whose quotation has been determined to be substantially responsive to this RFQ and offers the lowest price.

(b) Within 21 days after the quotation submission date, the Client will issue the Notice of Award to the successful service provider, together with the “Letter of Acceptance,” signed by the Client’s authorized representative. Both the original and copy of the Letter of Acceptance shall be retained for inspection and audit.

(c) The successful service provider shall sign the Contract in accordance with the terms and conditions included in the appendix. In addition to the quotation amount, the contract price shall include the domestic value-added tax (VAT) in China.

6. The Client intends to apply for financing from the World Bank (“the Bank”) to cover eligible payments under the Contract resulting from this Request for Quotations.

7. In accordance with the World Bank’s Anti-Corruption Guidelines, service providers must adhere to the highest ethical standards during the procurement and execution of such contracts, and must avoid fraud and corruption. If the Bank determines that the recommended service provider and/or its employees have, directly or indirectly, engaged in corrupt, fraudulent, collusive, coercive, or obstructive practices in competing for or executing the contract, the Bank will reject the recommendation for award and may impose sanctions or take other remedial actions.

When submitting the quotation, you/your company must not be listed on the Bank’s sanctions list. Under the World Bank’s Anti-Corruption Guidelines and the Bank’s sanctions framework described in Section 2.2(d), Chapter VI “Fraud and Corruption,” firms or individuals sanctioned by the Bank shall be ineligible, for the period determined by the Bank, to participate in any procurement process under Bank-financed projects, to be awarded a Bank-financed contract, or to benefit from a Bank-financed contract.

8. Your firm and any joint venture members (if applicable), affiliated entities, parent companies, subsidiaries, or affiliates (including any subcontractors or suppliers for any part of this Contract) have not been and are not currently suspended, debarred, declared ineligible, or blacklisted by the Client’s country, any international organization, or other donor agencies.

9. 10. Your firm understands that if your firm, any joint venture members, affiliated entities, parent companies, subsidiaries, or affiliates (including any subcontractors or suppliers) are suspended, debarred, or declared ineligible by the World Bank or any other multilateral development bank, by the Client’s country, international organizations, or other donor agencies; or if any of your firm’s key personnel or officers are accused or found guilty of any criminal offense or violation that may result in imprisonment, your firm is obligated to notify the World Bank.

11. In accordance with the World Bank’s Anti-Corruption Guidelines, any misrepresentation—whether intentional or due to negligence—that misleads or attempts to mislead may result in the automatic rejection of the Quotation or the cancellation of the Contract (if already awarded), and may require the implementation of corrective measures.

12. Your firm (the Quotation Submitter) must not have any conflict of interest. Any Quotation Submitter found to have a conflict of interest will be disqualified. A firm shall be considered to have a conflict of interest if:
a. the goods, works, or non-consulting services it offers originate from consulting services provided by the firm or its affiliates (an affiliate directly or indirectly controls the firm, is controlled by the firm, or is under common control) for the preparation or implementation of the project, or that are directly related to such consulting services. This requirement does not apply to firms (consultants, contractors, or suppliers) jointly responsible as contractors under turnkey or design-and-build contracts; or
b. the firm, including its personnel, has a close business or family relationship with a professional staff member of the Borrower, the project’s implementing agency, the recipient of the World Bank loan proceeds, or any other agency acting on behalf of the Borrower, where such staff member:
i. is directly or indirectly involved in the preparation of the procurement documents or technical specifications and/or the evaluation process for the Contract; or
ii. will be involved in the implementation or supervision of the Contract, unless the conflict arising from such relationship has been resolved in a manner acceptable to the World Bank throughout the procurement and contract execution process; or
c. any other situation constituting a conflict of interest as specified in the World Bank’s standard procurement documents applicable to the specific procurement process.
