Assignment Title: Consulting Services for “Genomic Sequencing Technology Services for Antimicrobial-Resistant Bacterial Communities in Animal Intestines”

The Government of China has received a loan from the World Bank to finance the World Bank–Financed Prevention, Preparedness and Response to Emerging Infectious Diseases Project – Hainan Component (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds for consulting services.
The consulting services (hereinafter referred to as “the Services”) mainly include: sample transportation and receipt, metagenomic sequencing and analysis of animal intestinal samples, and whole-genome resequencing and analysis of bacterial isolates from animal intestines. The specific scope of services is as follows:
(1) Sample Transportation and Receipt
The Service Provider shall undertake the logistics for transporting samples under this project, ensuring traceable logistics, and guaranteeing the timeliness and safety of sample transportation. Samples delivered for testing must meet the quality requirements specified for laboratory analysis.
The Service Provider shall develop a detailed logistics plan and standardize the procedures for sample receipt and registration to ensure smooth handover and facilitate verification. Samples must be transported under required conditions. Upon receipt, the Service Provider shall verify sample information and carefully check labeling, sealing, quantity, and other elements to ensure compliance with testing requirements before accepting the samples.
The Service Provider shall properly transport, handle, and store samples to ensure their quality and safety, and to prevent incidents such as loss, leakage, or breakage.
The Service Provider shall establish appropriate confidentiality procedures to ensure the security and confidentiality of all sample-related information and documentation.
(2) Metagenomic Sequencing and Analysis of Animal Intestinal Samples
Extraction:
Genomic DNA shall be extracted from 1,000 animal intestinal samples, followed by assessment of DNA purity and concentration.
Library Preparation:
Library preparation shall be performed in accordance with standard protocols.
Sequencing:
Paired-end 150 bp (PE150) sequencing shall be performed on the constructed libraries, with a minimum sequencing output of ≥20 GB per sample.
Bioinformatics Analysis:
Raw data shall be filtered and assembled; taxonomic and functional annotation shall be performed using MetaPhlAn3 and HUMAnN3, with the ability to conduct quantitative analysis of specific
sequences.
A cloud-based analysis platform shall be available, supporting:
OTU clustering and species annotation
Microbial community composition analysis
Alpha diversity analysis
Beta diversity analysis
Differential species analysis
Environmental factor correlation analysis
Microbial functional analysis
Microbiome–environment exposure network analysis
Mediation effect analysis
After-sales Analysis Support:
At least three rounds of post-analysis support shall be provided, including customized data visualization and corresponding technical guidance.
Sample Delivery and Reporting Timeline:
The Service Provider shall accept samples delivered in multiple irregular batches. To ensure timely reporting, all sample receipt, testing, personalized analysis reports, and raw data delivery
must be completed within 21 calendar days from the date the order is placed.
Service Team and On-site Support:
A dedicated service team shall be assigned to interpret the issued reports. The provider shall arrange analysts to conduct two weeks of on-site training on personalized analysis results and
methodologies. Upon request, service personnel shall be able to arrive within two hours to address customer data-related issues.
(3) Whole-Genome Resequencing and Genome Framework Construction of Bacterial Isolates from Animal Intestines
Purification:
Perform purification and verification of 5,000 bacterial isolates submitted for testing and identify their bacterial genus.
Extraction:
Conduct nucleic acid extraction for the submitted isolates and perform quality control. A total of 5,000 qualified isolates shall undergo next-generation sequencing (NGS).
Library Preparation and Sequencing:
Sequencing shall be conducted using a high-throughput sequencing platform, with a read length of 2 × 150 bp or longer;
Raw sequencing data output (bases) shall be ≥2 GB;
The proportion of bases with quality score Q30 ≥ 85%;
Clean data (Q20 or above) shall be ≥1 GB per sample.
Bioinformatics Analysis:
Sequence assembly and coding gene prediction shall be performed, followed by basic pathogen characterization, including identification of virulence genes, antimicrobial resistance genes, and
MLST typing.
Sample Delivery and Reporting Timeline:
The Service Provider shall accept samples delivered in multiple irregular batches. To ensure timely reporting, all sample receipt, testing, personalized analysis reports, raw sequencing data,
and assembled data must be delivered within 21 calendar days from the date the order is placed.
After-sales Analysis Support:
At least three rounds of post-analysis support shall be provided, including customized data visualization and technical guidance.
Service Team and On-site Support:
The Service Provider shall assign a dedicated service team to interpret the issued reports. Analysts shall be made available to provide two weeks of on-site training on personalized analysis
results and methodologies. Upon request, service personnel shall be able to arrive within two hours to resolve customer data-related issues.
The estimated total input for this consulting assignment is 22 person-months, and the expected implementation period is 12 months from the date the contract is signed and becomes effective.
The Terms of Reference (TOR) for this consulting service is attached to this Request for Expressions of Interest.
The Hainan Provincial Department of Agriculture and Rural Affairs (hereinafter referred to as “the Client”) hereby invites qualified consulting firms (“the Consultants”) to express their interest in providing the consulting services for this assignment. Interested Consultants should submit relevant supporting documents in accordance with the following requirements. The Expression of Interest (i.e., the bidding document) shall include at least the following:
A general introduction of the consulting firm, including its organizational structure, staffing, and facilities.
Power of Attorney, identification documents of the legal representative and the authorized person; if the Consultant is a joint venture, a joint venture agreement (format self-designed) must be provided.
A copy of the business license or the institutional legal person certificate of the consulting firm.
If the Consultant is a state-owned enterprise or public institution, the company or organizational articles of association must be provided.
The Consultant shall have a good record and reputation, and must provide screenshots from the Credit China website showing no violations. The screenshots shall include at least the search results for: “List of Seriously Dishonest Entities,” “Dishonest Persons Subject to Enforcement,” and “Major Tax Violation and Dishonest Entities List.”
The Consultant shall have the necessary capacity or relevant experience to perform the contract: the consulting firm, or the lead firm in a consortium, shall have undertaken no fewer than 20 consulting service projects related to testing services with a total project budget or contract value of RMB 200,000 or above for each project. Supporting documents must be provided, including at least key pages of contract copies that show essential information such as the firm’s name, service scope, contract amount, and contract signing date.
The Consultant shall possess ISO 9001 certification, and must provide a copy of a valid certificate.
The Consultant shall possess GeneCloud (online services) capability, and must provide a corresponding letter of commitment.
Any other documents the Consultant deems necessary to provide (if any).
At this stage, no evaluation of experts will be conducted. The Client will select one consulting firm with the most appropriate qualifications and relevant experience from all firms that submit an Expression of Interest (EOI), and will invite the selected firm to submit technical and financial proposals and enter into negotiations.
Interested Consultants should take note of the provisions in Sections 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (November 2020), which set forth the World Bank’s policy on conflicts of interest.
Consulting firms may associate with other firms in the form of a joint venture or subconsultancy to enhance their qualifications, but the form of association must be clearly indicated. In the case of a joint venture, all members shall be jointly and severally liable for the entire contract if selected.
This consulting service will be selected using the CQS (Consultant’s Qualifications Selection) method in accordance with the Procurement Regulations.

The EOI must be delivered in written form (by hand, by mail, or by email) to Room 1817, 18th Floor, No. 59 Middle East Third Ring Road, Chaoyang District, Beijing, no later than 17:00 on December 24, 2025 (the EOI submission deadline).
Consultants are encouraged to submit a hard-copy EOI. For hard-copy submissions, one (1) original and two (2) copies shall be provided, accompanied by a USB drive containing the stamped PDF scan of the original EOI and an editable WORD version (consistent with the scanned original). In case of any discrepancy between the electronic and hard-copy versions, the hard copy shall prevail.
