(Consulting Services – Selection of a Firm)

Assignment Title: Consulting Services for Establishing Demonstration Sites for Human Brucellosis Elimination Actions

The Government of China has received a loan from the World Bank to finance the World Bank–Financed Preparedness and Response to Emerging Infectious Diseases Project – Hainan Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds for consulting services.

The main scope of the consulting services (hereinafter referred to as “the Services”) includes:
(1) Development of rapid diagnostic techniques and testing tools;
(2) Serological surveillance in human populations;
(3) Serological surveillance in animal hosts;
(4) Monitoring of wildlife fecal samples;
(5) Environmental pathogen surveillance;
(6) Outbreak surveillance and response;
(7) Public education, behavioral interventions, and technical personnel training;
(8) Cross-sectoral collaboration mechanism for brucellosis prevention and control in Hainan Province.
For details, please refer to the Terms of Reference attached to this Request for Expressions of Interest.

The estimated total input for the consulting services is 180 person-months, and the expected implementation period is 18 months from the date of contract signing.

The Hainan Provincial Disease Control Bureau (hereinafter referred to as “the Client”) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants shall submit relevant supporting documents in accordance with the requirements below. The Expression of Interest (i.e., the proposal) shall include, but not be limited to, the following:

General introduction of the consulting firm, including its basic information and organizational structure.

Power of attorney, identification documents of the legal representative and the authorized person; if the Consultant is a joint venture, a joint venture agreement (format self-prepared) must be provided.

A copy of the business license or legal entity registration certificate of the consulting firm.

If the Consultant is a state-owned enterprise or public institution, the company’s articles of association must be provided.

The Consultant shall have a good record and reputation, and must provide screenshots of searches from the Credit China website demonstrating no violations. These screenshots shall include at least the following sections: “List of Entities with Serious Breaches of Trust,” “List of Dishonest Persons Subject to Enforcement,” and “List of Major Tax Violation Cases.”

The Consultant shall have the necessary capacity and relevant experience to perform the contract. The shortlisting evaluation criteria are:

From January 1, 2020 to the submission deadline, the Consultant must have successfully completed at least two (2) similar consulting service contracts or two (2) similar national-level projects/tasks.

Each consulting service contract shall have a value of not less than RMB 1 million, and each national-level project/task shall have a value of not less than RMB 500,000.

Preference will be given to firms that have previously undertaken brucellosis-related consulting projects or national-level scientific research projects, and that possess the necessary equipment and professional technical capabilities to perform the contract.

Relevant performance verification materials shall be provided, including at least key pages of contract copies, or national-level project agreements, task documents, letters of commission, etc. These documents must clearly show the entity name, scope of services, contract amount, signing date/project period, and other essential information.

Any other documents the Consultant considers necessary to submit (if applicable).

Key experts will not be evaluated at the shortlisting stage.

Interested Consultants should take note of the provisions of paragraphs 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers (November 2020), which set forth the World Bank’s conflict of interest policy.

Consulting firms may associate with other firms to enhance their qualifications in the form of a joint venture and/or sub-consultancy, which must be clearly indicated in the Expression of Interest. In the case of a joint venture, if selected, all members of the joint venture shall be jointly and severally liable for the entire contract.

The Consultant for this assignment will be selected in accordance with the QCBS (Quality- and Cost-Based Selection) method set out in the Procurement Regulations.

Expressions of Interest must be delivered in written form to the Tendering Agency no later than 17:00 on December 17, 2025 (the submission deadline), either in person, by mail, or by email.

Consultants are encouraged to submit a hard-copy Expression of Interest.
If submitted in hard-copy form, the submission shall include one (1) original and five (5) copies, accompanied by a USB drive containing:

a scanned PDF copy of the stamped original, and

an editable Word version (consistent with the stamped original).

In case of any discrepancy between the electronic and hard-copy versions, the hard-copy version shall prevail.

If submitted by email, please send both the scanned PDF copy of the stamped original and the editable Word version (consistent with the scanned original).
