Overview:8 sets of flying probe testers are required for open and short circuit testing. The resistance and capacitance method will be used to detect open or short circuit issues in circuit board loops. Four-wire testing will check for abnormal resistance values in circuit board loops through resistance measurement.

3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Basic Qualifications
1.For foreign bidders: Relevant documents registered in the place of business in accordance with the laws of the country (region).
2.For domestic bidders: Business license of enterprise legal person must be provided.
3.Bidders shall submit the configuration list of the bid products.
4.Bidders must be the manufacturers of the bid products or authorized agents by the manufacturers. If the goods provided by the bidder under the contract are not manufactured by the bidder itself, the bidder shall provide an official authorization letter from the manufacturer (see the format in "Bidding Documents for ICB Procurement of Mechanical and Electrical Products" (Volume One)). Bids authorized by China"s general agent, regional agent or other agents of the manufacturer are not accepted. Bids authorized by representative offices, branch offices or other entities without independent legal person status are also not accepted (the original copy of the manufacturer"s authorization certificate must be provided).
5.Bidders shall provide the original or scanned copy of the credit certificate issued by their opening bank within three months before the bid opening date. If the credit certificate clearly states that copying is invalid, the original copy must be provided, and the tendering agency reserves the right to verify the original. For bidders registered in China, they shall also provide the basic account license issued by the People"s Bank of China (scanned copy with official seal), or the basic account information shown in the bank credit certificate (original copy), or basic deposit account information (bank format or bank seal), or bank-recorded seal card (scanned copy with official seal), or application form for opening a corporate bank settlement account (scanned copy with official seal), or other supporting materials.
6.Bidders shall provide performance in the field of semiconductor test boards. During the recent 3 years (from January 1, 2022 to the bid submission deadline), they shall have accumulated application performance of the bid products in no less than 3 PCB manufacturers (the performance implementation entity must be the bidder). Relevant performance contracts of the bid products shall be provided, with scanned copies of key pages as supporting materials, including but not limited to the front page of the contract, the procurement content page, and the page with seals of both parties.
