(If it is a consortium bid, the total achievements of all consortium members should meet the above requirements. The bid document should attach sales contracts and amounts, as well as user lists and their contact information.)
2. Once awarded the bid, the bidder must be the party signing the contract for this project with the buyer. If the bidder does not have the ability to sign a contract with the buyer, its bid will be rejected. (Note: In the bidding process, the bidder who submits the bid must be the one who wins the bid and signs the contract. It is not allowed for Party A to submit the bid and Party B to sign the contract.)
3.
