3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 For overseas enterprises, relevant certificates registered at the address of the main manufacturing plant according to the laws of the country (region) shall be provided; for domestic enterprises, a copy of the business license of the corporate legal person shall be provided.
3.2 If the bidder is an agent, it shall obtain (1) the original official authorization letter from the goods manufacturer or the legal authorized institution of the goods manufacturer in the China region authorizing its provision of the goods in this bid; or (2) the original official authorization letter from the China regional general agent authorizing its provision of the goods in this bid, along with a copy of the authorization letter from the goods manufacturer to the China regional general agent; or (3) the original official authorization letter from the regional agent in the project area authorizing its provision of the goods in this bid, along with a copy of the authorization letter from the goods manufacturer to the regional agent in the project area, or a copy of the authorization letter from the goods manufacturer to the China regional general agent and a copy of the authorization letter from the China regional general agent to the regional agent in the project area, ensuring the integrity of the authorization chain. If the bidder is a manufacturer participating in the bid, it shall not authorize an agent to participate in the bid.
3.3 The bidder"s bank account shall issue the credit certificate within three months prior to the bid opening day.
3.4 The bidder shall provide a letter of confidentiality.
3.5 The bidder shall not participate in the bidding under any of the following circumstances:
1) Legal persons or other organizations that have interests with the tenderer and may affect the fairness of the tender shall not participate in the bidding;
2) Legal persons or other organizations entrusted to participate in the preliminary consultation and the preparation of bidding documents shall not participate in the bidding for the entrusted project, nor shall they prepare bidding documents or provide consultation for the bidders of the project;
3) Different suppliers whose unit head is the same person or who have holding or management relationship shall not participate in bidding for the same bidding project (package), except those who jointly form a consortium to bid;
4) Any legal person or other organization that has not obtained the bidding documents shall not participate in the bidding.
