拟采购的货物或服务的说明：

采用单一来源采购方式的原因及说明：（1）学校日常教学科研活动需访问教育网内大量数字资源，须使用edu.cn域名及其服务，同时，高考招生期间须使用教育网专线等网络服务，此外，为满足日常科研需求，也需要为师生提供下一代互联网(IPV6)的接入服务，目前，国内仅有赛尔网络有限公司负责中国教育和科研计算机网(CERNET)及下一代互联网(IPv6)的运营与管理；（2）电信、移动及联通的互联网接入服务主要为满足学校互联网访问基本需求，三家运营商互为主备用，采用不同路由方式接入，确保发生网络中断等特殊情况后，不影响校园日常网络登录和使用。上述项目供应商具有唯一性，拟采用单一来源方式采购。
