Qualifications or Performance:1. The bidder must be an independent enterprise with legal business procedures

from the People"s Republic of China or a country or region with normal trade

contacts with the People"s Republic of China.
2. Manufacturers bid directly; An

overseas manufacturing enterprise may participate in the bidding by its branches

or its subsidiaries established within the territory of China to sell its products

(deemed as manufacturing enterprises). If there is no branch or sales subsidiary

in China, the manufacturing enterprise shall issue the certificate that there is no

branch or sales subsidiary in China, and the only first-level sales agent directly

authorized by the manufacturing enterprise shall participate in the bidding (if

there are two or more sales agency companies authorized by the overseas

manufacturing enterprise to participate in the same bidding package, The bidding

of all authorized sales agents shall be invalid); Where a sales agent has

established a branch or a sales subsidiary but conceals facts or engages in fraud

to participate in the bidding, it shall be treated as a fake bidding. The domestic

bidder shall have the Medical Device Manufacturing Enterprise License and/or

the Medical device Management Enterprise License (the manufacturer shall

provide the medical device production license, and the agent shall provide the

medical device management license (the invested product does not belong to

the medical device need not provide)), and the domestic bidder of radiation

equipment shall also have the radiation Safety License; Foreign bidders shall

provide relevant licenses for the production and operation of medical devices in

their own countries (regions).
3. The bidder is not in the state of being ordered to

suspend business, the bidding qualification is cancelled, the assets are taken over,

frozen or bankrupt.
4. Under any of the following circumstances, bidders shall not

participate in the bidding of the project at the same time: The person in charge

of the unit or different suppliers with direct holding and management relationship

shall not participate in the procurement activities of the same package at the

same time. Where the production site of the production enterprise is the same

address, and the shareholders of the sales enterprise are related, they shall be

regarded as having a direct holding and management relationship.

3.2 The following information should be provided when applying for

tender documents:
(1) The copy of the legal operation certificate of the enterprise

(the overseas bidder shall provide the local registration materials, and the

domestic bidder shall provide the business license of the enterprise legal

person);
(2) Where an overseas manufacturing enterprise has no branch or sales

subsidiary within the territory of China, the manufacturing enterprise shall issue a

certificate certifying that it has no branch or sales subsidiary within the territory of

China;
(3) A copy of the first-level sales agent certificate directly authorized by the

manufacturing enterprise (provided by the sales agency);
(4) The domestic bidder

shall provide a copy of the Medical Device Manufacturing Enterprise License

and/or the Medical Device Distribution Enterprise License (the manufacturer shall

provide the medical device production license, and the agent shall provide the

medical device distribution license (the invested product does not belong to the

medical device need not provide)). The domestic bidder of radiation equipment

shall also provide a copy of the Radiation Safety License. Foreign bidders shall

provide copies of relevant licenses for the production and operation of medical

devices in their own countries (regions);
(5) The original letter of authorization of

the person in charge of the unit, a copy of the ID card of the authorized client.
3.3 How to Apply: Apply online. This project will be carried out in accordance

with online submission of materials, material review and provision of bidding

documents.
1. Submit materials online. Bidders submit registration materials

3. Issuance of procurement

documents. After the registration materials are approved, the electronic version

of the procurement documents will be sent directly to the email address of

submission of registration materials. If the audit is not passed, the supplier will

notify the audit status through the original channel in the form of email, and the

supplier will submit the materials again within the time of applying for the bidding

documents. The data verification results are only used as the basis for suppliers

to apply for procurement documents, and are not used as the basis for

subsequent qualification and compliance review of suppliers.
