3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Bidders must be independent legal persons established and validly existing in accordance with the law in the People"s Republic of China or in countries or regions that have normal trade relations with the People"s Republic of China (domestic bidders must provide a copy of their business license; foreign bidders must provide a copy of their registration certificate).

3.2 If the bidder is an agent, it must provide the original authorization letter issued by the manufacturer of the automotive integrated circuit multi-pulse electrical test system and the automotive integrated circuit electrical function evaluation test system (hereinafter referred to as the "bidding product manufacturer") for this project or a copy of the agency authorization letter issued by the bidding product manufacturer to the bidder. The manufacturer and its authorized agents are not allowed to participate in the bidding for this project; otherwise, all related bids will be invalid.

3.3 From January 1, 2022 to the date of the release of the tender announcement for this project (based on the contract signing date), the supply contracts for the automotive integrated circuit multi-pulse electrical test system and the automotive integrated circuit electrical function evaluation test system submitted by the bidder must be no less than two respectively (copies of key pages of the contracts must be provided, and the parts involving business secrets can be concealed) However, it must be able to fully reflect the contract signing time, procurement content, names of all parties to the contract, and other contents that meet the requirements of this clause. The manufacturer"s performance can be regarded as the bidder"s performance. If the product name in the contract is inconsistent with the requirements of this clause, supplementary supporting materials such as technical agreements may be provided. The bid evaluation committee reserves the right to review the original supporting documents.

3.4 The manufacturer of the bidding products or the bidder must have an after-sales service institution and maintenance capabilities within the territory of China (the address and personnel information of the after-sales service institution must be provided).

3.5 A commitment letter on after-sales service issued by the manufacturer of the bidding products must be provided (the format is self-designed, and the receiving unit must be "China Automotive Engineering Research Institute (Jiangsu) Co., LTD.").

3.6 Bidders must provide a "Declaration of Integrity" (format to be drafted by themselves), committing to abiding by the relevant laws and regulations of the People"s Republic of China and not having any of the following circumstances:

(1) There are pending lawsuits and records of poor performance related to the goods or business being tendered;

(2) Has been subject to administrative penalties of suspension of bidding qualifications by relevant administrative departments of the state, Chongqing Municipality, Suzhou City (including the city or any district or county), and is still within the penalty period.
