Overview:The supply, commissioning, and third-party safety evaluation for the Jiaxing-Fengnan Intercity Railway (including the depot and control center) and Jiashan-Xitang Intercity Railway involve key systems and equipment, including: Computer Interlocking System (CIS), Train Control System (TCS) (comprising TCS Center, Temporary Speed Restriction Server, LEU, and Transponder), Centralized Dispatching System (CDS), Depot Control System (CCS), On-board Signal Equipment (ATP, ATO, DMS), Centralized Signal Monitoring System, and Power Supply Equipment (with Battery On-Line Equalization Device). For detailed specifications, please refer to the "User Requirements Document".
Jiaxing City Railway Investment Co., Ltd. has commissioned Jianjing Investment Consulting Co., Ltd. to conduct an international public tender for the signal equipment integration project of the Jiaxing-Fengnan and Jiashan-Xitang intercity railways. Qualified bidders who meet the requirements are invited to participate in the bidding.
Source of Funds:The tenderer has implemented the purchase funds, which will effectively ensure the smooth implementation of all contracts under this project.
Description of The Prepared Bidding Conditions:The Jiaxing-Fengnan Metropolitan Railway Project has been approved for construction under the document Approval of the Preliminary Design of the Jiaxing-Fengnan Metropolitan Railway by the Zhejiang Provincial Development and Reform Commission (Zhefa Gai Xiang Zi [2022] No. 559).

The Jiashan-Xitang Metropolitan Railway has been approved for construction under the document Approval of the Preliminary Design of the Jiashan-Xitang Metropolitan Railway by the Zhejiang Provincial Development and Reform Commission (Zhefa Gai Xiang Zi [2022] No. 397).

3、Qualification Requirements For Bidder
Qualifications or Performance:(1) Bidders must be qualified manufacturers of railway or urban rail transit signaling systems, either from the People"s Republic of China or from countries/regions with regular trade relations with China, and must be fully responsible for all supplied goods, technologies, quality, performance, project timelines, and after-sales services.
(2) The bidder must have at least one completed or operational railway or urban rail transit signaling system project in mainland China (excluding Hong Kong, Macao, and Taiwan) within the past five years.
The project performance shall be evidenced by a copy of the sales contract agreement signed between the bidder and the end-user (e.g., railway or urban rail transit construction/operation entities) after July 1, 2020, or a copy of the system activation certificate, both requiring the bidder"s official seal.
(3) Consortium bidding is not accepted for this project.
