3、Qualification Requirements For Bidder
Qualifications or Performance:*(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
*(2) This project only accepts direct bids from manufacturers and does not accept bids from agents.
*(3) The products submitted by the bidder must be of proven and mature models, and trial or experimental products are not acceptable. The bidder must provide proof of supply performance of the bidding products under similar working conditions. Similar working conditions refer to applications in the processing field involving natural gas or flammable gases as the medium; design pressure rating ≥ CL1500, and size ≥ DN100. This performance proof material must be attached to the bidding documents. The proof material must be clear and verifiable to demonstrate the authenticity of the performance and the similarity of the working conditions. It should include, but not be limited to, the following contents:
Copies of key pages of the sales contract (including the first page, the signature page, and the page containing product specification clauses), with the content of the copies being clear and authentic.
② Copies of the technical agreement, attachments, or data sheets corresponding to the contract, which must clearly reflect the pressure rating, diameter, medium, and application field of the product.
③ For all non-Chinese supporting documents, official Chinese translations must be provided.
*(4) The manufacturer shall obtain the "Production License for Special Equipment of the People"s Republic of China" (Pressure Pipeline Components), with the licensing sub-item covering A1, and shall also obtain a type test certificate for special equipment. The certificate must cover the full scope of the bidding products, and the factory listed in the special equipment production license must be consistent with the manufacturing factory of the bidding products.
*(5) The equipment (electrical components) provided by the supplier shall have a qualified explosion-proof certificate issued by an international or domestic third-party organization.
*(6) If a bidder has been punished in China for poor contract execution or quality issues with its bidding products within the three years prior to the bid opening date, its bid will be rejected (subject to the official punishment document issued by a bureau-level or higher unit).
*(7) As of the bid submission deadline, the bidder shall not have been listed as a severely delinquent and dishonest enterprise by the industrial and commercial administrative authorities on the National Enterprise Credit Information Publicity System; nor shall it have been included in the list of dishonest and defaulted persons by the "Credit China" website. The credit records of other bidders shall be subject to the latest bidding requirements of the group company as implemented by the bidding agency.
*(8) The bidder shall not be subject to any order for suspension of production or business operations, temporary suspension or revocation of licenses, temporary suspension or revocation of permits; nor shall it be in liquidation proceedings, declared bankrupt, or otherwise incapacitated from fulfilling its contractual obligations. A letter of commitment signed by the legal representative or authorized representative and stamped with the official seal must be provided.
*(9) If, within two years prior to the bid opening date, a bidder lodges one or more invalid complaints regarding the bid evaluation results in bidding activities organized by China Petroleum Materials Corporation (including the handling results of the China National Petroleum Corporation"s Electromechanical Office as: not accepted, rejected, or maintaining the original bid evaluation results), or if the bidder commits dishonest behavior twice in total, the bid will be rejected.
*(10) The bidder has not been suspended or disqualified from bidding by the China Petroleum Bidding and Tendering Network (www.cnpcbidding.com). According to the "Administrative Measures for Bidder Discredit Behavior of China National Petroleum Corporation", when the discredit points reach 8 points, the bidder"s bidding qualification will be suspended for half a year; when the discredit points reach 9 points, the bidder"s bidding qualification will be suspended for one year; when the discredit points reach 10 points, the bidder"s bidding qualification will be suspended for two years. After the suspension period expires, the bidding qualification will be restored, and the discredit points within the validity period will continue to be implemented. If the discredit points exceed 10 points or the bidder commits discredit behavior again during the suspension period, the bidding qualification will be cancelled for three years. The above content shall be subject to the query results of the bid evaluation committee on the corresponding website on site.).
*(11) The bidder has not been included in the blacklist of suppliers, contractors, and service providers of the China National Petroleum Corporation (CNPC) (the blacklist of suppliers, contractors, and service providers of the CNPC can be queried on the China Petroleum Bidding and Tendering Website/www.cnpcbidding.com). The above content shall be subject to the query results of the bid evaluation committee on the corresponding website on site.
*(12) The bidder must provide the original or a copy of the credit certificate issued by the bank of deposit within three months prior to the bid opening date (signed or sealed by the bidder"s representative).
*(13) Other qualified qualification certificates required in Chapter 8.
