The Government of China has received a loan from the World Bank to finance the World Bank–Financed Prevention, Preparedness, and Response to Emerging Infectious Diseases Project, Hainan Provincial Project (Global “One Health” Hainan Demonstration Project), and intends to apply part of the proceeds for consulting services.

The main scope of this consulting service (hereinafter referred to as “the Services”) includes:
(1) Operation and maintenance of the Hainan Provincial Disease Control Science Popularization Platform and content creation;
(2) Organization of the Seminar on Media-Transmitted Tropical Disease Prevention and Vector Surveillance;
(3) Preparation of brief summary reports after each science popularization activity, and preparation of a seminar summary report upon completion of the Seminar on Media-Transmitted Tropical Disease Prevention and Vector Surveillance;
(4) Other related tasks.
Please refer to the attached Terms of Reference for details.

The estimated total input for this consulting service is 82 person-months, and the contract period for the consulting firm is 12 months from the date of signing and effectiveness of the contract.

The Terms of Reference (TOR) for this consulting service are attached to this Request for Expressions of Interest.

The Hainan Provincial Disease Control Bureau (hereinafter referred to as “the Client”) now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide relevant supporting materials in accordance with the requirements below. The Expression of Interest (i.e., the proposal) should include, but is not limited to, the following:

1、A general introduction to the Consultant, including basic information about the firm and its organizational structure.

2、Power of Attorney, identification documents of the legal representative and the authorized person; if the Consultant is a joint venture, a joint venture agreement (format self-prepared) must be provided.

3、A copy of the business license or the legal person certificate of the public institution, as applicable.

4、If the Consultant is a state-owned enterprise or public institution, a copy of the company’s Articles of Association must be provided.

5、The Consultant must have a good record and reputation, and shall provide screenshots of the search results from the “Credit China” website showing no violations. The screenshots should at least include the records from the following sections: List of Seriously Dishonest Entities, Dishonest Persons Subject to Enforcement, and List of Major Tax Violation and Dishonest Entities.

6、The Consultant must have the necessary qualifications or relevant experience required to perform the contract:

The consulting firm shall have a good track record and reputation.Within the past three years (from January 1, 2022 to the submission deadline), the firm must have:

Successfully implemented at least two (2) publicity service contracts involving large-scale meetings (each meeting with more than 50 participants); and Successfully implemented at least one (1) health science popularization or health communication service contract, with the contract amount not less than RMB 200,000.

Relevant supporting documents must be provided, including at least copies of key contract pages showing the organization name, scope of services, contract amount, contract signing date, and other essential information.

7、Any other materials that the Consultant considers necessary to provide (if any).

At this stage, no evaluation by experts will be conducted. The Client will select one consulting firm with the best qualifications and relevant experience from all submitted Expressions of Interest, and invite it to submit a technical and financial proposal for further negotiation.

Interested Consultants should pay attention to the provisions in Chapter 3, Articles 3.14, 3.16, and 3.17 of the World Bank’s Investment Project Financing (IPF) Borrower Procurement Regulations (“Procurement Regulations”) (November 2020 edition), which set out the World Bank’s policy on conflicts of interest.

Consulting firms may submit Expressions of Interest jointly with other firms to enhance their qualifications, but they must clearly indicate whether such a joint submission is in the form of a joint venture and/or subcontracting. If a joint venture is chosen and selected, all parties in the joint venture shall bear joint and several liability for the entire contract.

This consulting service will be selected using the CQS (Selection Based on Consultants’ Qualifications) method as specified in the Procurement Regulations.

Expressions of Interest must be submitted in writing to the tendering agency by 17:00 on December 10, 2025 (the opening time for Expressions of Interest), either by a designated representative, by mail, or by email.

It is recommended that Consultants submit hard copies of the Expression of Interest. If submitted in hard copy, one original and two copies should be provided, accompanied by a USB drive containing a scanned PDF of the stamped original and an editable Word version (with content consistent with the scanned original). In case of any conflict between electronic and hard copies, the hard copy shall prevail.
