3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 Legal persons or other organizations from the People"s Republic of China or countries or regions with normal trade relations with the People"s Republic of China are eligible to participate in the bidding. Domestic bidders shall provide a copy of valid business license, while overseas bidders shall provide a copy of commercial registration certificate or other valid certificates.
3.2 This project accepts bids from manufacturers or agents, but manufacturers and agents cannot participate in the same project simultaneously. If an agent submits a bid, they must provide a valid authorization letter issued by the manufacturer for the equipment to be bid (heavy-duty foam trucks, main foam trucks, domestically produced lighting trucks, communication command trucks). Each manufacturer may only authorize one agent to participate in the bidding, and the original valid authorization letter must be submitted.
3.3 The bidder"s submitted brands of heavy-duty foam trucks, main foam trucks, domestically produced lighting trucks, and communication command trucks (which may not be the models intended for this bid) must each have at least one domestic sales record from January 1, 2020 to the bid closing date (based on the contract signing date). Each category must provide complete contract copies and user-stamped acceptance certificates.
3.4 If the bidder is a manufacturer outside the People"s Republic of China, it shall have a permanent service agency or a commissioned agency in China and be able to provide timely and effective after-sales service at the project site; if the overseas manufacturer authorizes an agent to bid, the manufacturer shall have a permanent service agency or a commissioned agency in China to provide after-sales service; the bidder shall provide an introduction of the after-sales service agency and a copy of the business license (if the after-sales service agency is an agent, a copy of the after-sales service authorization issued by the manufacturer shall be provided).
3.5 Reputation Requirements: 3.5.1 Domestic bidders must meet the following conditions: (A) The bidder shall not be listed as a seriously illegal or untrustworthy enterprise in the National Enterprise Credit Information Publicity System by the administrative department of industry and commerce; the bidder shall submit the information to the review committee for examination by the tenderer or tender agent during the evaluation.
(B) The bidder has not been included in the list of dishonest persons subject to enforcement by the People"s Court, and the information is queried on the China Enforcement Information Publicity Network (http://zxgk.court.gov.cn/); the inquiry is conducted by the tenderer or the tendering agency, and submitted to the review committee for examination during the evaluation.
3.5.2 The overseas bidder shall meet the following conditions: good commercial reputation and no major illegal records (the bidder undertakes by himself).
3.6 The authorized representative for this project must be a regular employee of the bidder"s organization. They shall provide social insurance participation certificates for all aforementioned personnel covering the past six months (issued on or after the date of this project"s tender announcement). Social insurance contributions made through the bidder"s branch offices (non-independent legal entities) shall be deemed equivalent to contributions made by the bidder"s organization. Copies of the social insurance certificates must be submitted.
