Qualifications or Performance:(1) The Bidder shall be a unit with independent legal person status registered either within or outside the People"s Republic of China, the ability to independently assume civil liability, and maintain a sound financial condition.(2) The Bidder shall have the capability to perform the Contract, including the necessary professional and technical qualifications and capabilities, financial resources, equipment and other facilities, management capabilities, experience, reputation, and appropriate personnel. The Bidder shall not be in a state of having been ordered to suspend business, having had its bidding revoked, or having its assets reorganised, seized, frozen, or being in bankruptcy.(3) The Bidder must possess the corresponding capabilities for the bid section it intends to bid on. Agents or distributors must hold an authorisation letter.(4) Bidders for: Package A shall have performance records in nitrification units; Package B shall have performance records in hydrogenation units.
