1、The Government of China has received a loan from the World Bank to finance the Hainan Province Project under the World Bank–financed Prevention, Preparedness, and Response to Emerging Infectious Diseases Project (Global “One Health” Hainan Demonstration Project). It intends to apply a portion of the loan proceeds to eligible payments under Contract No. HN-G-37A for Equipment Package 1 (Second Round) of Laboratory Procurement under the Environmental Protection Line.
2、CITIC International Tendering Co., Ltd. (the Procurement Agent), entrusted by the Hainan Provincial Department of Ecology and Environment (the Buyer), hereby invites qualified and eligible bidders to submit sealed bids for the following goods and related services:

3、This bidding is conducted through the Request for Bids (RFB) procedure under the domestic competitive procurement method, in accordance with the World Bank’s “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”). All bidders that meet the eligibility requirements specified in the Procurement Regulations are eligible to participate.
4、Interested and eligible bidders may obtain further information at the address indicated in this bidding announcement and inspect or purchase the bidding documents from November 20, 2025, to December 12, 2025 (excluding Saturdays, Sundays, and public holidays), between 9:00–11:30 a.m. and 1:30–5:00 p.m. (Beijing Time).
5、Prospective bidders are reminded to pay attention to the provisions on eligibility and conflict of interest in Clause 4 of the Instructions to Bidders. Any bidder with a conflict of interest will be considered ineligible.
6、The qualification requirements for bidders include:
| Business Scale | The bidder’s average annual turnover for 2022–2024 shall be no less than RMB 12 million. |
| Contract Experience |
Within the past three years (from January 1, 2022, to the bid submission deadline), the bidder, as a supplier, must have successfully completed at least [2] supply contracts for products similar in nature and complexity to those to be procured under this project (including at least one contract involving a high-performance liquid chromatography–tandem triple quadrupole mass spectrometer). Each contract shall have a value of no less than RMB 4 million. The bidder must provide supporting documents that meet the requirements, including at minimum the contract agreement and the acceptance certificate issued by the end user. Copies of contracts included in the bid must contain at least the pages showing the following information: project name, procurement content, contract signing date, contract amount, signature/stamp page, and the contact person and contact information of the end user. |
| Technical Experience |
The goods offered must have at least [1] year of production experience. The bidder must provide supporting documents that meet this requirement, including copies of sales contracts for similar goods. In addition, at least [1] unit/set of the high-performance liquid chromatography–tandem triple quadrupole mass spectrometer must have been sold. The bidder must provide supporting documents that meet this requirement, including copies of sales contracts and invoices for similar goods. |
| Production Capacity | A minimum supply or production capacity sufficient to ensure that the bidder is capable of providing the required models, sizes, and quantities of goods. The bidder shall provide supporting documents from the manufacturer of the goods being offered, including copies of the business license, performance test reports (if available), etc., to demonstrate the minimum supply or production capacity and ensure the bidder’s ability to supply the required models, sizes, quantities, and quality of goods. |
| Financial Status | Audited annual financial statements for the past three years (2022, 2023, and 2024), including the balance sheet and income statement, reflecting the bidder’s financial position and demonstrating long-term profitability. At a minimum, the bidder’s net assets (calculated as total assets minus total liabilities) for each of the past three years must be positive. |
| Cash Flow Capacity | Available quick assets [Quick assets include cash and cash equivalents, short-term financial instruments, short-term available-for-sale securities, marketable securities, accounts receivable, short-term financing receivables, and other assets realizable within one year], credit lines, and other financing means sufficient to meet the cash flow requirements for contract performance. The calculation should also take into account other contracts currently being executed by the bidder, with a minimum of RMB 2 million. |
| Litigation History | Outstanding claims, arbitration, or other litigation shall not exceed 50% of the bidder’s net assets. |
This project allows joint venture (JV) bids. The maximum number of JV members shall be 2, and either the lead member or one of the JV members must meet the above qualification requirements. Further details can be found in the bidding documents.
7. Interested and eligible bidders may submit an application to purchase the bidding documents to the address indicated in this bidding announcement and pay a non-refundable fee of RMB 1,000. Payment can be made in cash or by direct transfer to the account of the Procurement Agent (Account Name: CITIC International Tendering Co., Ltd.; Bank Name: China CITIC Bank, Beijing Sanyuanqiao Branch; Account No.: 8110701013102383606). The bidding documents will be sent by mail. The Buyer and the Procurement Agent shall not be responsible for any loss or delay of the documents during mailing.
8. All bids must be submitted to the address indicated in this bidding announcement by 08:30 a.m. (Beijing Time) on December 12, 2025. Late submissions will be rejected. The bid opening will be conducted publicly at the address indicated in this bidding announcement, and bidders may send representatives to attend. The bid opening time is 08:30 a.m. (Beijing Time) on December 12, 2025. Bids must include a bid security. The amount of the bid security is RMB 100,000.00.
