3、Qualification Requirements For Bidder
Qualifications or Performance:Qualifications or Performance:3.1 Bidders must be legal persons or unincorporated organizations from the People"s Republic of China or from countries or regions that have normal trade relations with the People"s Republic of China. Legal persons or unincorporated organizations where bidders or their manufacturers have a stake with the tenderer that may affect the fairness of the tendering process are not allowed to participate in the bidding. Legal persons or unincorporated organizations that accept entrustment to participate in the project"s preliminary consultation or the preparation of tender documents shall not participate in the bidding, nor shall they prepare tender documents or provide consultation for the bidders of this project. Different units whose legal representatives are the same person or which have a controlling or management relationship shall not participate in the bidding for the same tender project package.
3.2 The equipment tendered by the bidder must hold a valid "Radio Transmitting Equipment Type Approval Certificate" issued by the Ministry of Industry and Information Technology of the People"s Republic of China.
3.3 The equipment tendered by the bidder must hold a valid "Civil Aviation Air Traffic Communication, Navigation and Surveillance Equipment Use License" issued by the Civil Aviation Administration of China (including "Use License" and "Temporary Use License"). The "Equipment inclusion elements" listed on the usage license of other models of equipment cannot be equated with the license usage of the equipment being tendered. The model of the equipment tendered by the bidder should be consistent with the model of the equipment stated on the usage license.
3.4？ This project does not accept bids from agents. This project accepts bids from manufacturers or agents. If the bid is from an agent, the agent must have a unique agency authorization letter for the specific product issued by the manufacturer for this project. For the same brand and model of goods, a manufacturer can only entrust one agent to participate in the bidding.
3.5 Others: 1) Performance requirements: Bidders should provide at least one sales and operation case of similar products in the civil aviation of China or international civil aviation within the past three years (from August 1, 2022 to the present), with a scale of no less than 20 channels (inclusive), and provide copies of corresponding supporting materials. Bidders should also provide copies of sales contracts or user usage certificates, and the copies should be stamped with the bidder"s official seal. 2) Creditworthiness requirements: The manufacturer of the equipment tendered by the bidder must be a legitimate enterprise that produces the systems and equipment as stated in the tender documents, with a good reputation for quality and after-sales service. The equipment tendered by the bidder should have a good usage record all over the world and no bad records (the bidder should issue a commitment letter regarding the above situation, with the format to be determined by the bidder).
