3、Qualification Requirements For Bidder
Qualifications or Performance:3.1 The bidder shall be an independent legal entity established and validly existing in accordance with the law in the People"s Republic of China or a country or region that has normal trade relations with the People"s Republic of China, and shall be the manufacturer, agent, or system integrator of the products being tendered. Domestic bidders shall provide: a copy of their business license; Foreign legal entities or organizations shall provide: a copy of the registration certificate.
3.2 If the equipment or system provided by the bidder is not self-produced, the original authorization letter issued by the original manufacturer for this project or a copy of the agency authorization letter issued by the product manufacturer to the bidder shall be provided. Manufacturers are not allowed to participate in bidding for this project together with their authorized agents or system integrators, otherwise all related bids will be invalid.
3.3 From January 1, 2022 to the bid deadline of the project (subject to the contract signing time), the bidder must provide at least three sets of three-dimensional X-ray microscope and ultrasonic scanning microscope equipment of the same type in Chinese Mainland, and the type number of the purchased equipment is the same model or higher configuration. Key pages of the contract or copies of the acceptance certificate must be provided as proof materials. The part involving commercial secrets may be omitted, but it must fully reflect the contract signing time, equipment supply name and model, names of the parties and end users that meet the qualification requirements of this clause. If the product name in the contract differs from the requirements of this clause, additional supporting documents such as technical agreements can be provided. If the equipment provided by the bidder is not self-produced, the performance materials of the product manufacturer can be provided as proof documents, and the evaluation committee reserves the right to review the original proof materials.
3.4 After sales requirements: Bidders or manufacturers should have corresponding after-sales service institutions and maintenance capabilities for the equipment within China; A commitment letter for after-sales service (format to be drafted) is required. Note: The recipient of the after-sales service commitment letter must be "China Automotive Engineering Institute (Jiangsu) Automotive Engineering Research Institute Co., Ltd.
3.5 Bidders shall provide a "Integrity Statement" (self drafted format), commit to complying with relevant laws and regulations of the People"s Republic of China, and shall not have any of the following situations: 1) There are pending lawsuits or poor performance records related to the bidding products or business; 2) Imposed administrative penalties of suspending bidding qualifications by relevant administrative departments of the state, Jiangsu Province (including cities or any districts), and within the penalty period.

3.7 If a bidder has accumulated more than two invalid complaints within six months before the bidding deadline or more than three complaints within one year (which have been publicly announced on the China International Tendering Network), the tenderer will reject their bid.
