3、Qualification Requirements For Bidder
Qualifications or Performance:*Performance requirements:
1. From January 1, 2018, to the deadline for bidding for this project (based on the signing date), the bidder must have at least one completed and accepted similar project in China (similar projects refer to: 10m full-vehicle semi-anecho chamber and dynamometer integration project, with a diameter of the anechoic chamber quiet zone not less than 8m; at the same time, the project must include new energy conductive charging facilities and three-axis or more than three-axis turntable content). The performance proof materials must provide a copy of the contract and a copy of the acceptance; if the contract and acceptance documents cannot reflect the above characteristics, a scanned copy of the technical agreement corresponding to the contract must be provided as supporting material; on the basis of meeting above requirements, the commercial secrets such as customer information can be hidden. (The manufacturer of the semi-anechoic chamber equipment in the performance should be the same as the-anechoic chamber equipment provided by the supplier in this bidding, and the agent can provide its own performance or the manufacturer"s performance).

2.From January1, 2020, to the deadline for bidding for this project (based on the contract signing date), the bidder must have at least one completed and accepted dynamometer (at least including the whole vehicle electromagnetic compatibility test turntable and the three-axis (or more than three-axis) chassis dynamometer system) in China, and case contract amount is not less than 24 million RMB (including tax). The performance proof materials must provide a copy of the contract and a copy of the acceptance documents if the contract and acceptance documents cannot reflect the above characteristics, a scanned copy of the technical agreement corresponding to the contract must be provided as supporting material; on the basis of meeting the requirements, the commercial secrets such as customer information can be hidden. (The manufacturer of the dynamometer equipment in the performance should be the same as the dynamometer equipment provided by the in this bidding, and the agent can provide its own performance or the manufacturer"s performance).

1. Creditworthiness Requirements:
Bidders falling under any of the following circumstances shall be ineligible to participate in this tender (Bidders must provide webpage screenshots or written declarations as proof. The bid evaluation committee will verify the authenticity during evaluation. If discrepancies are found between the submitted documents and the verification results, the committee"s on-site check shall prevail):
(1) Listed in the National Enterprise Credit Information Publicity System (https://www.gsxt.gov.cn) as Seriously Dishonest Entities or Abnormal Business Operations.
(2) Listed on Credit China (https://www.creditchina.gov.cn) as Discredited Persons Subject to Enforcement, Serious Tax Violation Dishonest Entities, or Entities Subject to Joint Punishment for Wage Arrears to Migrant Workers.
(3) Included in the "Government Procurement Serious Dishonesty Records" published on the China Government Procurement Website (http://www.ccgp.gov.cn).
(4) Included in the "Military Procurement Dishonesty List" or "Military Procurement Suspension List" published on the Military Procurement Website (https://www.plap.mil.cn).
(5) Currently on the Dongfeng Motor Corporation Blacklist within the validity period, or having affiliations with entities blacklisted by Dongfeng Motor Corporation.
(6) Published on the "Counterfeit State-Owned Enterprises List" by superior authorities.
2. Qualification requirements:
2.1 The bidder shall be an independent legal entity legally established and validly existing in the People"s Republic of China or in a country or region that has normal trade relations with the People"s Republic of China. (A copy of the valid business license or other similar registration documents of the same level shall be provided at the time of bidding.)
2.2 The bidder must be the manufacturer or agent providing the two main equipment items (semi-anechoic chamber, rotary dynamometer) for this procurement, and must meet one of the following conditions:
2.2.1 If the bidder is the manufacturer of both equipment items, there is no need to provide a manufacturer"s authorization letter.
2.2.2 If the bidder is the manufacturer of one of the equipment items, it must provide a letter of authorization from the manufacturer of the other equipment item.
a) If the bidder is a manufacturer of semi-anechoic chambers, it must provide a manufacturer"s authorization letter for the hub dynamometer.
b) If the bidder is a manufacturer of rotary hub dynamometers, it must provide a manufacturer"s authorization letter for the semi-anechoic chamber.
2.2.3 If the bidder is an agent for two types of equipment, it must provide the manufacturer"s authorization letter for the corresponding equipment.
a) If the two pieces of equipment are from the same manufacturer, the manufacturer"s authorization letter for this project must be provided.
b) If the manufacturers of the two devices are different, the manufacturer"s authorization letters for the semi-anechoic chamber and the hub dynamometer must be provided separately.
2.2.4 The manufacturer of the semi-anechoic chamber must be certified by the ISO9001 (GB/T19001) quality management system, and a photocopy of the corresponding certificate must be provided in the bidding documents;
2.2.5 The manufacturer of the rotary hub dynamometer must be certified by the ISO9001 (GB/T19001) quality management system, and a copy of the corresponding certificate must be provided in the bidding documents.
3. The manufacturers of semi-anechoic chambers and hub dynamometers have branches or after-sales service agencies in China, possess excellent after-sales service and maintenance capabilities, and have independent and complete technical teams and after-sales service personnel. During the bidding process, the bidder shall provide a letter of commitment for after-sales service (in a self-designed format) that meets the above requirements, as well as an introduction to the after-sales service team (in terms of mechanical, electrical, quality management, etc.). Additionally, the bidder shall provide the name list, company address, and contact information of personnel from the branches or after-sales service agencies of the semi-anechoic chamber manufacturer and hub dynamometer manufacturer in China.
4. Other requirements: Bidders must provide a credit commitment letter in their bidding documents.
